Job Title:         Self Help Program Manager
Reports To:     Executive Director
Located At:     524 30 Road, Ste. 3 Grand Junction, CO 81504 

Position Description: The Self Help Program Manager is responsible for overall coordination of the USDA Rural Development Self Help Housing Program; to assure compliance with the purpose and intent of Rural Development Section 523 policies and procedures.

Major Areas of Responsibility:
§  Supervises the Self Help Grant; All HRWC staff associated with the Self Help Grant, contractors and/or subcontractors and Self Help participants/homeowners.
§  Fully implements the two-year USDA grant per policies and procedures for Section 523.
§  Assures all technical assistance grant expenditures are authorized under appropriate RD instructions.
§  Responsible for all reports and their timely submission.
§  Supervision of house plan library, contractor quotes and communication with USDA State architect.
§  Performs oversight of loan packaging.
§  Supervises financial accountability of borrower funds.
§  Performs other duties as assigned by the Executive Director and/or Deputy Director.

Qualifications:
§  Five years’ experience in residential project management.
§  Bachelor’s Degree in Construction Management or Architecture, preferred.
§  Autocad competency required.
§  Excellent communication skills, verbal and written, with the ability to work with a wide variety of personalities, including homeowners, contractors and USDA Rural Development staff.
§  Understanding of or proven ability to become, knowledgeable of Federal Housing Finance Programs.
§ Able to work with minimal supervision and utilize appropriate independent judgment; highly motivated, organized and detail oriented.
§  Capable of understanding and implementing NeighborWorks America goals for “Healthy Homes” and Green Practices.  

Other:
§  Salary Range $50,000-55,000, depending on experience, benefits to be determined
§  Full Time, exempt position §  Physical requirements are commensurate with construction contractor supervision
§  Occasional evening and/or weekend work
§  Travel as needed, regionally and nationally; valid driver’s license required
