Division No. 2 of the Grand Valley Drainage District is the area from 20 Road east to 28 Road, between the Colorado River and the Grand Valley Irrigation Company High Line Canal.
NOTICE IS HEREBY GIVEN that an election will be held on the 2nd day of May, 2017, between the hours of 7:00 a.m. and 7:00 p.m. At that time, ONE director will be elected to serve a 3 year term for Division 2 of the Grand Valley Drainage District. If an eligible elector of the Grand Valley Drainage District, residing within the Division 2 area of the Grand Valley Drainage District, is interested in serving on the board of directors, a Self-Nomination and Acceptance form and a nomination petition form may be obtained from the district designated election official:

NOTICE IS FURTHER GIVEN, application for a mail-in ballot shall be filed with the designated election official no later than the close of business on Friday, April 28, 2017, except that, if the applicant wishes to receive the mail-in ballot by mail, the application shall be filed no later than the close of business on Tuesday, April 25, 2017.

Gunnison and Delta Counties, Colorado.
The Bureau of Land Management (BLM) and U.S. Forest Service are seeking public comments on a proposal by Gunnison Energy LLC (GELLC) to drill, complete, and operate up to 35 horizontal wells from four new well pads and one existing well pad, including associated construction of access roads and gas gathering pipelines, in Gunnison and Delta counties, Colorado.
General access to the project area would be via State Highway 133 to County Road 265. Construction and development activities are anticipated to begin in late spring or early summer 2017 and to extend over a period of approximately 3 years. Long-term operational life of the project is estimated at 30 years, during which time up to 700 billion cubic feet of natural gas is expected to be produced.
The project, referred to as the North Fork Mancos Master Development Plan (NFMMDP), would occur within an area encompassing 34,906 acres of public and private lands. This includes 25,790 acres administered by the U.S. Forest Service, Grand Mesa-Uncompahgre-Gunnison National Forests, Paonia Ranger District; 468 acres administered by the BLM; and 8,648 acres of private lands. Total Federal fluid mineral estate in the project area is 30,972 acres, including all of the Federal lands and 4,714 acres beneath some of the private lands. These lands are located within all or portions of the following legal locations: T10S, R90W, all of Sections 16-21, 28-33; T11S, R90W, all or parts of Sections 3-10, 16-22, 27-31; T12S, R89W, all or parts of Sections 17-20; T12S, R90W, all or parts of Sections 3-11, 13-14, 18-19, 24, and 30; and T12S, R91W, parts of Sections 11-14, 23-26.
The project includes use of up to 29 miles of existing roads, up to 2.2 miles of upgraded roads, and up to 4.6 miles of new administrative access roads. The lack of certainty regarding road lengths reflects that the EA will analyze two road options for accessing the Federal 1190 #20 and 1190 #29 well pads, depending on GELLC's ability to obtain access across private land. Option 1 would cross private lands, Option 2 would be entirely on U.S. Forest Service lands. A map detailing the project and these two access options is available on the websites listed below. Total initial surface disturbance associated with the project would be approximately 25.6 acres on Federal lands and 10.1 acres on private lands. Of these totals, 16.6 acres of Federal lands and 3.1 acres of private lands would remain disturbed over the long-term.
Three of the proposed new well pads (Federal 1090 #30, Federal 1190 #20, and Federal 1190 #29) would be constructed on NFS lands. One new well pad (DGU 1289 #20-23) would be built on "Fee" land (private surface underlain by private minerals) but used to drill into nearby Federal minerals. The same is true for the existing IPU 1291 #13-24 well pad. The distribution of proposed wells and associated well pads corresponds to BLM's unit obligation requirements for the Sheep Park II, Iron Point, Deadman Gulch, and Trail Gulch Federal Units.
This project is the first phase of a potential 13-pad development by GELLC within the NFMMDP project area. At present, however, potential development beyond the initial five well pads is only conceptual and too speculative in location, timing, scale (number of pads and wells), intensity (number of drill rigs), and perhaps drilling technology to allow detailed planning and analysis. The uncertainty regarding potential future development also reflects that the design of any future development would be based in large part on results of the initial five-pad project, as well as on natural gas commodity prices, continued advances in technology for drilling and completing wells, and potential additional constraints associated with air quality, water depletions, or other environmental issues. The potential future development will be addressed as cumulative impacts in the current EA and, when uncertainties can be more fully resolved, analyzed in detail in a subsequent EA.
