The document outlines the Consortia's goals and objectives relative to housing, economic development, community development and homeless issues with specific attention given to the needs of low/moderate households residing in the Consortia communities. The following municipalities comprise the CDBG Consortium: Cities of Lackawanna and Tonawanda; Towns of Alden, Aurora, Boston, Brant, Clarence, Colden, Collins, Concord, Eden, Elma, Evans, Grand Island, Holland, Lancaster, Marilla, Newstead, North Collins, Orchard Park, Sardinia, Wales and West Seneca; Villages of Akron, Alden, Angola, Depew, East Aurora, Farnham, Gowanda, Lancaster, North Collins, Orchard Park and Springville. The HOME Consortium includes the above communities, as well as the Town of Hamburg and the Villages of Blasdell and Hamburg.

The Action Plan for 2017 provides a basis for assessing performance against the Consolidated Plan and identifies specific projects for 2017. It also serves as a combined application for federal funds under three (3) of the U.S. Department of Housing and Urban Development's (HUD) formula grant programs, including CDBG, HOME and HESG.

The following HUD entitlement grants are anticipated: Erie County CDBG of $2,699,960 plus estimated program income of $441,606; Town of Hamburg CDBG of $360,000 plus estimated program income of $180,000; Erie County HOME Grant of $652,871 plus estimated program income and/or recaptured funds of $96,928; and Erie County Emergency Solutions Grant of $217,650.

A public comment period on the draft Action Plans will be held from January 13 to February 13, 2017. Hard copies of the draft Action Plan are available at the following locations: Erie County Department of Environment and Planning, Edward A. A Pre-Bid Conference will be held at 10:00 a.m. on Tuesday, January 31, 2017 in Erie County Department of Environment & Planning Conference Room on the 10th Floor of the Rath Building, 95 Franklin Street to review the scope of the project, detail the locations for signage installations and respond to questions by the bidders.

Copies of the proposed Contract Documents, Specifications and Instructions to Bidders may be purchased from the office of Nussbaumer & Clarke, Inc., Gateway Executive Park, Suite 500, 3556 Lake Shore Road, Buffalo, NY 14219 (716-827-8000). There will be a $100.00 charge in the form of two $50.00 checks made payable to Erie County Department of Environment & Planning for each set of bid documents requested. This deposit is refundable upon return of the Documents in good condition within 30 days following the bid opening. Non-bidders returning the documents in good condition within the same 30 day time frame will receive 1/2 of the deposit. Information for Bidders gives information for obtaining additional copies of Documents.

Each proposal must be accompanied by a Bid Bond of five percent (5%) of the amount of the bid payable unconditionally to the County of Erie. The successful bidder will be required to furnish a Performance Bond and Labor and Material Bond each for 100% of the amount of the Contract.

Contractors are hereby alerted that there are provisions in the General Conditions establishing a requirement for a Worker Training Program for both the Prime Contractor and Sub-contractors on this project. Contractors should read and be familiar with Section 10 of the General Conditions prior to submitting a bid.

The Contractor's attention is drawn to the provisions in the General Conditions establishing a Minority Business Utilization requirement for this project. Contractors are advised that by submitting a signed and sealed bid proposal they are agreeing and committing to the WBE/MBE requirements contained in this project.

This project is being funded by a grant from the New York State Power Authority (NYSPA) -Niagara Greenway Commission. It is the policy of NYSPA to encourage the greatest possible participation of minority and women-owned business enterprises in NYSPA funded projects. The Contractors, by bidding on the contract, acknowledges his/her understanding and support for this policy and pledges to fully cooperate with the Erie County Department of Environment & Planning in meeting NYS requirements as set forth in the Bidding and Contract Documents.
