Grace Place for Children and Families, Inc. Request for Proposal Notice to Bid Grace Place for Children and Families, Inc. is requesting proposals for a general contractor to lead renovation work located at our campus at 4300 21st Ave SW, Naples, Florida (Golden Gate City). The scope of work for this project includes but is not limited to a 600 sq ft addition, new windows, new door, a new roof, a new driveway and interior walls, electric, and plumbing. All contractors and subcontractors must carry at minimum commercial liability and business automobile liability according to Florida Statues 768.28. All contractors and subcontractors must carry all appropriate licenses to perform work in Collier County and the State of Florida. The successful bidder shall furnish a performance and guarantee labor subcontractor and material payment bond in the amount of one hundred and ten percent (100%) of the base bid at the time of execution of the contract. A bid guarantee from each bidder equivalent to five percent of the bid price. The "bid guarantee" shall consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of his bid, execute such contractual documents as may be required within the time specified. The performance bond shall be obtained from and agency or surety or insurance company, which shall have an establishment or place of business in the state of Florida, shall be duly licensed to conduct business therein and shall be acceptable to the Owner. All contractors and subcontractors will be subject to Davis-Bacon labor standards. The successful bidder must have prior experience with administering David-Bacon standards. The successful bidder must be familiar with the Jessica Lunsford Act and be will willing to ensure compliance. There will be a bid meeting held at Grace Place on Tuesday October 28th at 1:00 PM. to go over all bid information and questions. Bid packages will be handed out at this time. The deadline for all proposals to be returned to Grace Place in care of Dave Tobiasz is Monday November 17 by 3:00 P.M. Funding for this project is provided in part by the Collier County Department of Housing, Human and Veteran Services, and the U.S. Department of Housing and Urban Development (HUD) using Community Development Block Grant (CDBG) funds. Federal regulations will apply. Minority, female-owned, and small businesses are encouraged to submit bids for this project. Licensed Contractors are encouraged to solicit bids from minority and female-owned subcontractors. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C.1701u (section). An award shall be based on the lowest qualified responsive bid offer with a bid preference available and to be given to a bidder who is a qualified Section 3 Business Concern per the Collier County Purchasing Department's "right to match" guidelines and as outlined in the specifications.
