NOTICE OF PROPOSED WATER POLLUTION CONTROL PERMIT FY17 MCON P-923 REGIMENTAL CONSOLIDATED COMMUNICATIONS AND ELECTRICAL FACILITY MARINE CORPS BASE HAWAII, KANEOHE BAY, HAWAII MCBH, ISLAND OF OAHU NPDES PERMIT NO. HI S000525 DOCKET NO. HI S000525 June 28, 2017 The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with construction activity from the FY17 P-923 Regimental Consolidated Communications and Electrical Facility Marine Corps Base Hawaii, Kaneohe Bay, Hawaii project site, to receiving State waters, subject to special conditions to: MARINE CORPS BASE HAWAII FACILITIES DEPARTMENT P.O. BOX 63082 KANEOHE, HAWAII 96863-3082 The proposed permit for the new discharge will expire five (5) years from the date of issuance. The project sites are located on the Communications and Electrical (Comm/Elec) Facility and Parking Structure site across Selden Street from the MCX Annex; on the UMA replacement site, south of Mokapu Road; and on the MCX Seasonal Sales lot near the southwest corner of the new Comm/Elec parking garage; Kaneohe, Island of Oahu, Hawaii, TMKs: (1) 4-4-008:001, (1) 4-4-009:003, and (1) 4-4-009:010 (see Application dated May 8, 2017 for specific locations). The scope of work consists of construction of a new two-story Regimental Consolidated Communications and Electrical (Comm/Elec) Facility accompanied by a six-story parking structure located on the east side of the new Comm/Elec facility; construction of a new 90-stall parking lot for the Unit Marshalling Area (UMA), including roadway access, security fencing, trash enclosure, pedestrian and bicycle features, and an underground storm drainage retention system; and demolition of an existing shed, installation of a new fence and retaining wall, and electrical trenching for area lighting within the MCX Seasonal Sales lot. The receiving water, Nuupia Pond, is classified by the DOH as a Class 1, Inland Water. Under Hawaii Administrative Rules (HAR), the objective of Class 1 waters is for these waters to remain in their natural state as nearly as possible with an absolute minimum of pollution from any human-caused source. To the extent possible, the wilderness character of these areas shall be protected. Any conduct which results in a demonstrable increase in levels of point or nonpoint source contamination in Class 1 waters is prohibited.
