Rocky Mountain SER (RMSER) is a grassroots community based non-profit organization established in 1980. Since its inception, RMSER has provided quality educational, employment and training services to over 50,000 unemployed, economically disadvantaged and underemployed individuals. Currently, RMSER serves more than 3,000 low-income and disadvantaged families annually through its Head Start, Workforce Training, Migrant Farm worker, and Youth and Community programs.

Our Head Start Program is seeking candidates for Regional Director. These are new positions to RMSER and we are hiring 4 staff in this position. We need one Regional Director in each of the following areas: Alamosa, Denver, Grand Junction, and Pueblo, CO. This position is a regular full-time/ year-round position and is eligible for medical, dental, life, vision benefits, and 401(k) as well as a generous paid time off allowance.

The position provides management, leadership, planning, and overall assistance in directing the RMSERs Head Start Program within their assigned region. We require someone who is able and willing to manage and facilitate change so as to help us better serve our children, families and staff.

DUTIES AND RESPONSIBILITIES:

* Develops effective management systems that support programs and services in accordance with Head Start Performance Standards, and that are aligned to the organizational philosophy, mission, and values.

* Oversees the development and implementation of Head Start program goals, annual priorities with quarterly benchmarks, objectives, financial objectives, action plans, and policies and procedures that support the long-term sustainability of the organization.

* In collaboration with the HS Director and COO develops annual budgets for all component areas and monitors expenditures.


* Represents Head Start in local, state, regional and national communities and event, acts as a conduit for input and information, promotes innovation at all levels, and serves as an effective advocate for staff, families, and children. This includes events that may be outside of RMSER and after and/or before standard HS working days and hours.

* Networks, develops rapport and seeks out new partnerships with community groups, other not-for-profit organizations, human services agencies and any other value added organization or group that would help in the delivery quality Head Start Services and promote all other aspects of RMSERs programs and mission.

* Ensure Head Start has documented partnerships with key agencies that allow the program to better pursue its mission

* Direct activities and media relations to promote a positive public image.

* Ensures Parent Advisory Committee (PAC) and component committees meet regularly.

* Lead for the good of the entire organization, understand the big picture and use it as framework to make decisions, ensure actions and decisions of program are consistent with history and vision of Head Start, align systems (budgets, staffing charts, training) to vision and strategy.

* Make decisions in an ethical, timely and efficient manner in consideration of the centers mission, understand what information is needed to make high quality decisions, engage stake holders, and ensure decisions are made that control program quality and maintain program accountability.

* Manage change effectively by demonstrating support for innovation and for organizational changes needed to improve quality and effectiveness, by initiating, sponsoring and implementing organizational change and by helping others to successfully manage organizational change

* Convene staff on a regular basis for sharing information, updating program plans and preparing for region- wide activities.

* Be knowledgeable of the personnel policies and procedures and ensure that the Leadership Team members are aware of these and any changes to them that occur

* Meet on a regular basis with direct reports to monitor and provide on-going feedback, consistent with their individual development plans for performance improvement, and adherence to Head Start performance standards as well as to plan and direct work.

* Provides oversight to their assigned region through supervision of staff and oversight of program requirements to assure that the quality of the program is maintained; this may include facilitation of procedures, assigning responsibilities for initiatives, providing training, procuring equipment and supplies, analyzing data and developing evaluation procedures.

* Responsible for ensuring licensing requirements are met for their region.

* Works directly with the Head Start Director to provide information, reports, community concerns, and offering innovative ideas.

* Oversight of their assigned regions facilities and transportation areas.

* Oversight of all component and administrative functions their assigned region which includes direct management of all administrative, classroom, transportation, and maintenance staff assigned to their region.

* Responsible for the on-going monitoring and assessment of the program, including, but not limited to ensuring student enrollment compliance.

* Participates in all required training. Ability to travel more than 50% of the time in regions in which there are multiple locations. For regions in which, there is a singular and/or limited locations the travel requirement will be less than 30%.

REQUIRED EDUCATION and EXPERIENCE:

* Bachelors Degree in Management, Business and/or Education or related field is required. MBA or Masters degree in Education or related field is preferred.

* A minimum of eight (8) years of management/supervisory experience.

* Experience with managing remote staff is required for positions with multiple locations.


* Knowledge and experience in education and community dynamics and services in the local area is preferred but not required.

REQUIRED SKILLS:

* Intermediate to advanced knowledge of MS Office programs such as Excel and Word (Power Point and Publisher is preferred but not required).

* Knowledge of PROMIS or other similar data collection systems designed towards the collection of information pertaining to clients, customer, vendors, etc.


* Bilingual (Spanish/English) is preferred but not required.
