Bosley Wash Detention Basin
Mesa County, Colorado
Notification is hereby given to the public that Mesa County, Colorado has requested funding from the Federal Emergency Management Agency (FEMA) for a proposed earthen stormwater detention basin in the intermittent Bosley Wash drainage. This notification is provided pursuant to the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), Executive Orders 11988 – Floodplain Management, and Executive Order 11990 – Wetland Protection, and Federal agency implementation procedures described in 44 C.F.R. Part 9 and Part 10. Funding from FEMA's Hazard Mitigation Grant Program will be utilized. The purpose of FEMA's mitigation program is to implement cost-effective mitigation projects that will reduce the overall risk to populations and property
Under current conditions, stormwater originating from Bosley Wash traverses through residential and commercial areas in Grand Junction and has caused flooding and severe property damage. The detention basin is needed to protect lives and properties by detaining storm water runoff from severe storm events.
An Environmental Assessment (EA) was previously prepared by the Bureau of Land Management (BLM) in response to the City of Grand Junction's application for a Transportation and Utility Systems and Facilities Right-of-Way Grant to construct an earthen stormwater detention basin in the Bosley Wash drainage located on BLM land. The EA was made available for public review on March 12, 2012. A Finding of No Significant Impact (FONSI) was been prepared and executed on April 20, 2012.
FEMA is adopting the BLM Environmental Assessment which addresses the environmental impacts of the proposed FEMA funded project and fully covers the scope of the County's proposed action, alternative actions, and the environmental impacts of these actions. The environmental assessment and FONSI are incorporated by reference, and in keeping with the Unified Federal Review (UFR) process, will be used to support and document FEMA' s compliance responsibilities under NEPA.
The project is located just north of I-70 between 33 Road and 35 Road (T11S, R99W, Section 11 NW ¼ and T1N, R1E, Section 36 NE ¼ SE ¼ , N 39.11088, W -108.42247). The proposed Bosley Wash detention basin provides a volume of 81 ac-feet and results in an embankment which is approximately13 feet in height. The detention basin would be constructed primarily by excavation with on-site fill being used to form the embankment. Excess excavated material is anticipated and on-site spoil piles have been incorporated into the site design. Topsoil would be stripped and stockpiled on-site during construction. Once the basin excavation is complete, the on-site topsoil material will be paced over disturbed areas and re-seeded to facilitate revegetation and promote soil stabilization. The project will require relocation of 34 Road. The road will be relocated around the northwest side of the project area and will tie into an existing unnamed property access road.
Stormwater discharge from the detention basin would be released at a controlled rate through a concrete outlet structure and outlet pipe. The outlet structure is expected to be a cast-in-place concrete structure that will regulate minor storm flows (5 and 10-yr events) as well as major storms including the 100-yr event. The outlet pipe would discharge to the existing 8x8 culvert under Interstate 70 and ultimately to the Bosley Wash drainage system. The detention basin is expected to reduce the existing 100-yr peak flow from approximately 1,730 cfs to 50 cfs.
A public comment period related to the Proposed Action will remain open for 15 days following publication of this notice. If no substantive comments are received, the proposed project may proceed no sooner than 15 days after the comment period closes.
