The following information is being provided to satisfy requirements of 40 Code of Federal Regulation (CFR) 403.8 (f) (2) (iii) which requires Publicly Owned Treatment Works (POTWs), such as the City of Grand Junction / Mesa County Persigo Wastewater Treatment Facility, to notify all commercial and industrial users of applicable requirements under 204 (b) and 405 of the Clean Water Act and subtitles C and D of the Resource Conservation and Recovery Act (RCRA).
40 (CFR) Part 403.12 (p) of the General Pretreatment Regulations requires any non-domestic user of a POTW to notify the POTW, the State Hazardous Waste Authority and the EPA Regional Waste Management Division Director in writing of any substance discharged to the POTW which would be regulated as a hazardous waste if disposed of in any other fashion (i.e., landfilling or incineration). Parties who give notice under 40 CFR Part 403.12 (p) must also certify that they have established a program to reduce the toxicity and volume of hazardous wastes generated to the extent economically practical.
Non-domestic industrial users subject to this regulation must file a one-time notice or update the initial notice if they change a discharge by adding any new, nonexempt hazardous waste constituents, or if new regulations are issued by the U.S. EPA identifying new hazardous wastes or constituents. This notification requirement does not apply to hazardous pollutants already reported under categorical pretreatment and local self-monitoring requirements.

Mesa County Public Works is soliciting qualification submittals and proposals from engineering firms interested in providing professional services for design, project management and preparation of construction contract documents for the Buckskin Hill Road Improvement Project.
The Public Works Department of Mesa County is requesting Statements of Qualifications from Consultants interested in performing the necessary tasks to prepare improvement alternatives and develop detailed construction plans and specifications. Desirable qualifications include successful completion of planning and implementation of transportation facilities, successful coordination of public/private partnerships, and experience coordinating and meeting requirements of multiple financial sources such as Colorado Department of Local Affairs, Division of Local Assistance, and Colorado Department of Transportation.
Mesa County reserves the right to accept the qualifications or any portion of the qualifications by a competent firm, as determined by the statement of qualification, which is deemed to be in the best interest of the County. The County reserves the right to accept or reject any portion of the qualification or the entire qualifications without disclosing the reason therefore.

Mesa County, in an effort to expedite the bidding process, will be using the web page as a method of getting all pertinent information out on Transportation Capital Projects. All necessary documents will be placed on the web page. These documents will be under the specific project name. It shall be the responsibility of all firms and contractors to check the web page and download the appropriate documents including all addendums. No notice will be sent informing contractor’s and firms that there is new information or addendums. This is the responsibility of the individual firms and/or contractor’s. INVITATION TO BID
The City of Grand Junction will receive sealed bids at the Office of the City Clerk at City Hall,
250 North Fifth Street, Grand Junction, Colorado, 81501, prior to 2:00 p.m. on Tuesday, January 13, 2015, for the 2015 Asphalt Overlay Project. All bids will be opened and read aloud at the City Hall Auditorium immediately following the submittal deadline The project including the bid alternate streets of the project generally consists of 61,000 square yards of asphalt milling and a new 1 ½ “and 2” overlay of hot mix asphalt, approximately 6230 tons of grading SX (PG 76-28), and approximately 5940 tons of grading SX (PG 64-22) on existing streets within the City of Grand Junction.
Contractors submitting bids over $50,000 must be prequalified in accordance with the City's "Rules and Procedures for Prequalification of Contractors." Application forms for prequalification are available at the Administration Office of the Department of Public Works and Planning (970-256-4126) or on the Public Works & Planning/Engineering page at www.gjcity.org. Prequalification applications must be submitted two weeks prior to bid opening date. Bids received from non-prequalified contractors will not be opened.
The July 2010 edition of the “City Standard Contract Documents for Capital Improvements Construction”, Plans, Specifications and other Bid Documents are available for review or download on the Public Works & Planning/Engineering page at www.gjcity.org. Electronic copies may be obtained on a CD format at the Department of Public Works and Planning at City Hall.

The City is not responsible for delays occasioned by the U.S. Postal Service, the internal mail delivery system of the City, or any other means of delivery employed by the Bidder.
Each Bid shall be submitted on a form furnished by the City and must be accompanied by a certified check, cashier’s check or Bid Bond in an amount not less than 5% of the amount of the Bid and made payable to the City of Grand Junction, Colorado. The successful Bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond, both in the amount of 100% of the total Contract amount, in conformity with the requirements of the Contract Documents and on forms provided by the City.
