PUBLIC NOTICE
CAM MINING LLC, P.O. Box 98, Loma, CO 81524, has submitted an application for a bond release to the Division of Reclamation, Mining and Safety for its Munger Canyon Mine, mining permit No. C-1981-020. The mining permit was initially approved on January 13, 1983 and most recently renewed on January 13, 2013. The current posted reclamation bond is $65,966 and is in the form of a corporate surety. This permit action will release approximately $24,000 of the bond liability. The area for which partial bond release is being requested is the Munger Canyon portal site, haul road, light use road and reclaimed coal mine waste disposal area. Final bond release is being requested at the Loma Loadout.
During 2001 the 2.9 acre Loma loadout was contoured and seeded. There was poor initial vegetative establishment. During 2004 the 2.9 acre Loma loadout was re-seeded with a salt tolerant seed mixture. During 2006 a 1.6 acre light use road located in Munger Canyon was contoured and seeded. The mine portal area, haul road and coal mine waste disposal area, encompassing 14.0 acres, were contoured and seeded during 2007. During the ensuing years the vegetation has flourished. Based on a vegetation evaluation performed during May and June 2013, a demonstration was made that untreated drainage from the reclaimed areas do not contribute additional suspended solids above natural conditions. The vegetation study at the mine site concludes the area sampled readily passes the ground cover requirement for Phase II bond release. The vegetation study at the Loma loadout concludes the area exhibits a stable, shrub and forb-dominated vegetation community that appears more than capable of supporting numerous post-disturbance land uses.
The Munger Canyon Mine is located in Garfield County approximately 18 miles north of Loma, CO along State Highway 139. East Salt Creek is located on the western portion of the permit boundary. Most of the surface of the permit area is owned by the United States. The mine site is located in Garfield County, approximately 18 miles north of Loma, CO along State Highway 139. The mine site is located in the SW/4 of Section 27 the N/2S/2, S/2N/2 and N/2NE/4 of section 28 and the S/2NE/4 Section 29, Township 7 South, Range 102 West, 6th P.M. A portion of the permit area in section 29 is owned by #11 Enterprises.
The Loma Loadout is located in Mesa County approximately one-half mile east of Loma, CO. The loadout is located south of the Union Pacific mainline west of 13.5 road. The surface of the permit area is owned by the Union Pacific Railroad. The permit area is encompassed within portions of the SW/4W/4 of Section 34 Township 2 North, Range 3 West, Ute Meridian and portions of the NE/4NW/4 of Section 3 Township 1 North, Range 3 West, Ute Meridian.
The mine site sections are contained within the U.S. Geological Survey 7.5 minute Howard Canyon and Garvey Canyon Quadrangle maps. The Loadout sections are contained within the U.S. Geological Survey 7.5 minute Mack Quadrangle Map.
A copy of the bond release application is available for public inspection at the Mesa County Clerk and Recorder's office, 544 Rood Ave., Grand Junction, CO. A copy of the approved permit application document, as well as the bond release application, are available at the Denver office of the Division of Reclamation, Mining and Safety, Room 215, 1313 Sherman St., Denver, CO 80203, (303) 866-3567. Written comments or objections to the proposed release, and a request for a public hearing or informal conference may be submitted to and additional information obtained from the Division of Reclamation, Mining and Safety. Comments, objections or requests for a public hearing or informal conference must be made within thirty (30) days of the last publication of this notice or within thirty (30) days of the completed bond release inspection, whichever is later.
