ADVERTISMENT FOR BIDS
The County of Mesa, Colorado, will receive sealed bids for the 45.5 Road Project Phase IVB – IFB-16-03106 at the Mesa County Public Works Department, 200 South Spruce, Grand Junction, Colorado, until 10:00 A.M. June 14, 2016. All bids will be publicly opened and read aloud at the Mesa County Public Works Department, at 200 South Spruce, Grand Junction, CO 81501 at 10:00 A.M. June 14, 2016.
The pertinent features of this project are to relocate and reconstruct approximately 1700 feet of 45.5 Road new MM3. A new road will be constructed through an embankment and remove and re-vegetate the old alignment.
This IFB is available starting May 31, 2016, by going to the following web page: http://www.mesacounty.us/publicworks/bids/
Mesa County, in an effort to expedite the bidding process, will be using the web page as a method of getting all pertinent information out on Transportation Capital Projects. All necessary documents including bids sets, specifications, addendum and any addition information will be placed on the web page. These documents will be under the specific project name. It shall be the responsibility of all firms and contractors to check the web page and download the appropriate documents including all addendums. No notice will be sent informing contractor's and firms that there is new information or addendums. This is the responsibility of the individual firms and/or contractor's. Any questions or problems with the web page should be directed to Pam Hawkins at 970-244-1765.
A non mandatory pre-bid Conference will be held at 10:00 A.M. on June 7, 2016 in the Multi Purpose Room A at the Mesa County Central Service Building located at 200 South Spruce, Grand Junction, CO 81502. Enter the building by the West Door which is marked: Elections. Turn left and go down the hall to the Multi Purpose Room. Bidders are encouraged to do a site visit before the pre-bid.
The Contract will be awarded to the lowest qualified bidder, as determined by the statement of qualifications and the bid, which is deemed to be in the best interest of the County. The County reserves the right to accept the bid or any portion of the bid by a competent bidder that will result in the lowest cost to the County. The County reserves the right to accept or reject any portion or all bids without disclosing the reason therefore.
BIDDER shall submit documentation of Colorado Department of Transportation (CDOT) pre-qualified in the Disciplines of General Construction CDOT#01, Grading CDOT#02, Paving CDOT#05 and Guardrail CDOT#14. Such pre-qualification shall be in a dollar amount equal to or exceeding the dollar value of the submitted bid. Documentation of pre-qualification will be required to be submitted with the bid. Bids from BIDDERS that are not listed on the CDOT pre-qualified Contractor Listing for the above mentioned disciplines MAY BE CONSIDERED A NON-RESPONSIVE BID.
A Certified Check or Bank Draft on a responsible bank, or a satisfactory Bid Bond executed by the bidder and a recognized Colorado Licensed Surety Company payable to Mesa County, in an amount equal to five percent (5%) of the total bid, shall be submitted with each bid as security that the bidder to whom the contract may be awarded will enter into a contract in accordance with this notice, and give bond as hereinafter provided.
No bids may be withdrawn after the opening of bids, without consent of Mesa County, for a period of sixty (60) days after the scheduled time of opening of bids. The successful bidder or bidders will be required to furnish satisfactory performance bonds equal to the full amount of each bid or bid.
All bids must be submitted in writing on the forms provided, and must be signed by the bidder or his duly authorized agent.

Quantities include clearing and grubbing, ground anchor stabilization, subsurface drains, embankment, asphalt paving and guardrail along with fencing, topsoil and seeding.

INVITATION TO BID
Date: May 20, 2016
Sealed Bids will be received by the Mt. Crested Butte Water and Sanitation District (hereinafter referred to as Owner), at the office of Todd Fessenden, District Manager, 100 Gothic Rd., Mt. Crested Butte, Colorado 81225 until 2:00 P.M., our clock, on June 21, 2016 for Construction of a the Meridian Lake Park Water Treatment Plant Improvements. At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.
The Contract generally provides for upgrading Water Treatment Plant. More specifically, the work includes the removal of existing UV system and the installation of new UV system consisting of two new UV vessels and all corresponding appurtenances, installation of an additional membrane filter module and corresponding appurtenances, demolition of existing Tri Mite filter module and corresponding piping, re-alignment of the incoming raw water pipeline, expansion of the existing treatment plant building, erecting a concrete retaining wall, construction of new clearwell and installation of new high service pumps , removal of existing 500 gallon poly tank, replacing existing chemical feed pumps and chemical storage tanks, and upgrading existing Plant PLC and radio telemetry systems.

Copies of the Contract Documents, complete with Construction Drawings and Specifications, may be obtained by contacting the Engineer, Stephanie Elliott, PE (Stephanie.elliott@stantec.com). No partial sets will be issued. Bids will be received as set forth in the Bidding Documents. Substantial Completion of the Work is scheduled by priority and required as specified in the Bid Form.
A prebid conference and job walk will be held on at 1 pm on June 7, 2016 meeting at the District Office, 100 Gothic Rd., Mt. Crested Butte. Questions will be answered relative to the bid proposal at this meeting.
The successful Bidder will be required to furnish a Performance Bond and a Payment Bond guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Contract. No Bid may be withdrawn within a period of thirty (30) days after the date fixed for opening Bids. The OWNER reserves the right to reject any and all bids, and to waive any informalities and irregularities therein.
Bid security in the amount of not less than five percent (5%) of the total bids must accompany each Bid in the form specified in the Instructions to Bidders.
