The Public Works Department of Mesa County is requesting Statements of Qualifications from Consultants interested in performing the necessary tasks as follows:
It is the intent of this Request for Qualifications (RFQ) to award a contract to a consulting firm for all work associated with the successful completion for the Walking Path along Highway 340 Phase II Property Acquisition Services Project. The services shall include title research and review, appraisal and/or value findings, property negotiations, contract development, settlements, acquisition and closings. All work must comply with the Uniform Relocation and Real Property Acquisition Policy Ace of 1970, as amended and Consultant must be currently CDOT approved as a Qualified Individual for Acquisition and/or Relocation Work.
The successful offeror must be prepared to perform all services required by the County as outlined in Section II and III of the Request for Qualifications. The submittals will be evaluated by Mesa County Public Works staff. It is the County's goal to select a consultant who will provide the highest quality of customer service, design and project management. The award of the contract will be based on the evaluation criteria outlined in Section IV of the Request for Qualifications.
Mesa County reserves the right to accept the proposals or any portion of the proposals by a competent firm, as determined by the statement of qualification and the proposals, which is deemed to be in the best interest of the County. The County reserves the right to accept or reject any portion of the proposals or the entire proposals without disclosing the reason therefore.
This RFQ is available starting February 10, 2016, by going to the following web page: http://www.mesacounty.us/publicworks/bids/
Mesa County, in an effort to expedite the bidding process, will be using the web page as a method of getting all pertinent information out on Transportation Capital Projects. All necessary documents including bids sets, specifications, addendum and any addition information will be placed on the web page. These documents will be under the specific project name. It shall be the responsibility of all firms and contractors to check the web page and download the appropriate documents including all addendums. No notice will be sent informing contractor's and firms that there is new information or addendums. This is the responsibility of the individual firms and/or contractors. Any questions or problems with the web page should be directed to Pam Hawkins at 970-244-1765.
Submittal materials must be received by 5:00 P.M. (MDT) on February 24, 2016 to be considered.

NOTICE OF PROPOSED DECISION
The Colorado Division of Reclamation, Mining and Safety proposes to approve Technical Revision Application No. 67 (TR-67) for the Roadside Portals (Permit No. C-1981-041), submitted by Snowcap Coal Company, Inc. Snowcap Coal Company (SCC) is proposing to revise the permit boundary, surface acreage, mineral acreage, affected acreage, removing surface and ground water monitoring points, remove the greasewood reference area, update hydrological monitoring and update ownership/control information. These changes are being requested as a result of the SL-8 Bond Release.
The Roadside Portals is a/an underground coal mine located in Mesa County, approximately 5 miles N of Palisade, Colorado. Coal interest is federal and private, and the surface affected is federal and private land. The permit area encompasses approximately 2,786.00 acres.
This proposed decision is based on a finding that the proposed operation will comply with all requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34 33 101, et seq., C.R.S., and the regulations promulgated thereunder.
Copies of the proposed decision, including stipulations, are on file for public inspection at the Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203. Persons with an interest that may be adversely affected by the proposed decision may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten (10) days of the initial publication of this notice, must be in writing, and must state with reasonable specificity the reasons for the request and the objections to the proposed decision.

All bids shall be accompanied by an acceptable bid bond, certified check, or cashier's check in an amount equal to at least 5% of the base bid proposal payable without condition to the Town of Naturita as a guarantee that the Bidder, if awarded the contract, will promptly execute such contract in accordance with the Proposal and in the manner and form required by the Contract Documents and will furnish good and sufficient bond for faithful performance. The Contract Documents combined with the Bid Drawings will be considered the Bid Package hereinafter.

The Owner reserves the right to reject any or all bids, to negotiate with the apparent low bidder, to waive any informalities or to accept the bid for the contract which in its judgment best serves the interest of the Owner. The Contractor's proposal shall remain valid for sixty (60) days.
General Contractors will be allowed to reproduce copies of the PDF files either electronically or as hard copies for their use and their subcontractors' and suppliers' use in bidding and constructing the facilities. General Contractors acknowledge that the electronic copies and any printed copies are Instruments of Service of the Project Engineer and shall not be used for any other purpose without the written consent of the Project Engineer. Unsuccessful Bidders agree to destroy any and all copies of the electronic files and return all hard copies made upon the award of a contract to the successful Bidder.
All Bidders must attend a mandatory, pre-bid meeting on February 17, 2016 10:00 am at 222 East Main Street, Naturita, Colorado. A tour of the project area is scheduled following the meeting. All questions regarding this project shall be submitted to the Project Engineer in writing by mail, fax, or email by end of day February 24, 2016.
Sales and Use Tax: Do not include taxes as a part of the materials and supply cost as the Town of Naturita is a tax exempt entity.
Prior to the awarding of the Contract, the Town of Naturita may defer its decision for a period not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract.
