The Annual Action Plan is the City of Buffalo's application and distribution plan for the U.S. Department of Housing and Urban Development (HUD), Office of Community Planning and Development (CPD) Block Grant Programs (HOME, ESG, CDBG and HOPWA). The City of Buffalo received an additional one-time funding allocation of $12,280,862.00 through the American Rescue Plan Act (ARPA) to be administered through the HOME Investment Partnerships Program (HOME) to perform activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These HOME-ARP funds are governed by HUD CPD Notice 21-10.

The City conducted a stakeholder consultation process to identify unmet housing and service needs among qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable qualifying populations in order to develop its HOME-ARP Allocation Plan. The Allocation Plan is required by HUD for the City to receive federal HOME-ARP grant funds. The HOME-ARP Allocation Plan is a strategic plan detailing the allocation of funding to assist qualifying individuals or households by providing affordable housing, rental assistance, supportive services, and/or non-congregate shelter, to reduce homelessness and increase housing stability. The Allocation Plan defines the use of federal HOME-ARP grant funds to address these needs.

A Public Hearing on the HOME-ARP Allocation Plan will be held in-person with a virtual option for the purpose of obtaining public input on Tuesday, February 7th, 2023 at 6:00PM in the Cafeteria at The Belle Center Community Center located at 104 Maryland Street, Buffalo NY, 14201.

A draft of the Substantial Amendment, which includes the HOME-ARP Allocation Plan, will be
available online at
https://www.buffalony.gov/324/Consolidated- Plan-Documents for public review following the Public Hearing on Tuesday February 7th, 2023 through Thursday, March 9th, 2023. Oral and written comments will be accepted during the public hearing and through the subsequent 30-day comment period. Written comments can also be emailed to
HUDAdministrator@buffalo ny.gov. To be considered, all oral and written comments must be received by the City no later than Friday, March 10th, 2023.

NOTICE OF PUBLIC HEARING

Pursuant to Article 18-A of NYS General Municipal Law, the Erie County Industrial Development Agency (the "Agency") will hold a public hearing on February 7, 2023 at 10:00 a.m. at the Town of Elma, located at Town Hall, Courtroom, 1600 Bowen Road, Elma, NY 14059 regarding:

Moog Inc., and/or Individual(s) or Affiliate(s), Subsidiary(ies), or Entity(ies) formed or to be formed on its behalf (the "Company"), has submitted an application to the Agency (a copy of which is on file at the office of the Agency) requesting the Agency to undertake a certain project (the "Project") consisting of: (i) the acquisition by the Agency of a leasehold interest in certain property located on Seneca at Jamison Road, Town of Elma, Erie County, New York and all other lands in the Town of Elma where, by license or easement or other agreement, the Company or its designees are making improvements that benefit the Project (the "Land"), (ii) the construction on the Land of an approximately 150,000+/- square-foot standalone manufacturing facility to be utilized for machining (shop) capabilities in support of current Aircraft Group (AG) business, primarily military aerospace content, installation of new equipment and mixed office space to support the machining operation (the "Improvements"), and (iii) the acquisition by the Company in and around the Improvements of certain items of machinery, equipment and other tangible personal property (the "Equipment"; and, together with the Land and the Improvements, the "Facility"). The Facility will be initially operated and/or managed by the Company.

The Agency will acquire a leasehold interest in the Facility and lease the Facility back to the Company. The Company will operate the Facility during the term of the lease. At the end of the lease term, the leasehold interest will be terminated. The Agency contemplates that it will provide financial assistance to the Company for qualifying portions of the Project in the form of sales and use tax exemption benefits and real property tax abatement benefits consistent with the policies of the Agency.

A representative of the Agency will be present at the above-stated time and place to present a copy of the Application and hear and accept written and oral comments from all persons with views in favor of or opposed to the proposed financial assistance. This public hearing is being live-streamed and made accessible on the Agency's website at www.ecidany.com. Written comments may be submitted at this public hearing, submitted on the Agency's website, or delivered to the Agency at 95 Perry Street-Suite 403, Buffalo, NY 14203 until the comment period closes at 4:00 p.m. on February 21, 2022. The project application is available for public inspection at the Agency's offices Monday through Friday (excluding public holidays) from 9:00 a.m. until 4:00 p.m.

This public hearing is being conducted in accordance with Subdivision 2 of Section 859-a of the New York General Municipal Law.
