To comment on a project:

1. Submit written comments to Snohomish County Public Works (PW), c/o Senior Planner, at the
address below. All comments received prior to a department decision or recommendation will be
reviewed. To ensure that comments are addressed in the decision or recommendation, PW must
receive your comments before the end of the published comment period.
2. You may also email comments to the Senior Planner with your full name, address and contact
number before the end of the published comment period.
3. PW only publishes the decisions as required by Snohomish County Code. Persons will receive
notice of all decisions that they have submitted written comments on, regardless of whether or not
they are published.
4. You may become a party of record for a project by: (1) submitting original written comments and
request to become a party of record, (2) testifying at an open record hearing, (3) Entering your name
on a sign-up register at an open record hearing. Only parties of record may subsequently appeal
the hearing examiner’s decision or provide written or oral arguments to the county council if such an
appeal is filed
To appeal a decision:

In person filing:

1. Department decisions (including SEPA threshold determinations): submit written appeal and the
$500 filing fee to the Department of Public Works prior to the close of the 14-day appeal period. Refer
to SCC 30.71.050(5) for details on what must be included in a written appeal.

2. Appeals may be accepted electronically and paid for by credit card over the phone as follows:

Scan the original signed copy of the appeal document;

Send your appeal as an email attachment to epermittech@snoco.org. Please include your phone
number where you can be reliably reached.

Staff will call you to collect your credit card information and process your payment.

3. A SEPA appeal also requires that an affidavit or declaration be filed with the hearing examinerwithin
seven days of filing the appeal, pursuant to SCC 30.61.305(1).
4. Hearing examiner decisions issued after a public hearing are appealable as described in the
examiner’s decision. Notice of these decisions is not published. You must have submitted written
comments to Public Works or submitted written or oral comments at the public hearing in order to
appeal a hearing examiner’s decision.

Project Name: Talotam Lodge Acquisition-South Fork Stillaguamish River
Project Number: RR43056
Project Description: Snohomish County Public Works proposes to acquire six parcels that have been
continually damaged due to repeated flooding. These parcels have river frontage on the South Fork
Stillaguamish River. The parcels are located at: 17115 116th Pl NE, Arlington, WA in Section 11, Township
30N, Range 6E, W.M. The Federal Emergency Management Agency (FEMA) considers the properties
substantially damaged and agrees to fund the flood mitigation strategy for acquisition of the properties.
Following acquisition, all structures will be demolished and removed. The septic and well will be
decommissioned and the driveway de-compacted. All disturbed areas will be stabilized with mulch and
planted with native plants. Existing native vegetation will be preserved where possible. This project is not
considered “development” under WAC 173-27 030(6). This project is SEPA exempt. The clearing quantity
totals 20,000 square feet and the grading quantity totals approximately 200 cubic yards. Chapters 30.63A
and 30.63B SCC, along with other applicable provisions in Title 30 SCC, are the development regulations
that will be used for project mitigation or for consistency review.
