CITY OF EDMONDS REQUEST FOR QUALIFICATIONS 76th Ave. W Overlay Project (196th St. SW to Olympic View Drive) Project: 76th Ave. Overlay Project (196th St. SW to Olympic View Drive) Scope: The City of Edmonds, Washington is soliciting a statement of qualifications (SOQ) from individuals or firms interested in providing design and right of way services for the 76th Ave. W Overlay Project (196th St. SW to Olympic View Drive). This project is a collaboration between the Cities of Edmonds and Lynnwood with Edmonds serving as the lead agency. Supplemental Information: Additional information related to the requested services, proposal requirements, evaluation process and current design plans and specifications are available from the City’s website at: services/business/bids-rfps-and-rfqs.html. No questions, either written or oral will be taken by Edmonds staff related to the technical components of this RFQ. THIS PROJECT IS A FEDERALLY-FUNDED PROJECT. The project is funded by an FHWA Surface Transportation (STP) grant. A UDBE Consultant goal of 0% (zero) has been established. Submittal: Due to the closure to the public of City facilities related to COVID-19, the City will accept one electronic copy of the Statement of Qualifications (SOQ) by e-mail. Electronic SOQ’s shall be scanned in a (pdf) format and shall be e-mailed to Ryan Hague at no later than 4:00 PM on Tuesday, February 2nd, 2021. The size of the e-mail with the SOQ attachment shall not be larger than 10 MB (Megabytes). A confirmation email will be sent by the City upon receipt of the SOQ. Statements of Qualifications shall be limited to single space, typewritten pages, (minimum 12 point font) and shall be no more than 20 pages including resumes. A page is defined as one side of an 8 1/2 by 11 inch page. Selection Process: Submittals will be evaluated and ranked based on the following criteria: 1. Project approach; 2. Qualifications/Experience of Project Manager; 3. Qualifications/Experience of Project Team; and References/Past Performances.
