CITY OF MUKILTEO 11930 Cyrus Way - Mukilteo, WA 98275 NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) Proposal Name: Mukilteo Housing Action Plan City File Nos: CPA-2020-001 and SEPA-2020-001 Description of Proposal: The City of Mukilteo is issuing a Notice of Environmental Decision for a State Environmental Policy Act (SEPA) Determination of Non-Significance (DNS) for the Mukilteo Housing Action Plan (HAP). The purpose of the HAP is to create a prioritized schedule of strategies to address Mukilteo’s current and future housing needs. The draft HAP is based on an analysis of existing housing conditions and needs, an evaluation of existing policies and development regulations, and public outreach efforts. Planning Commission will hold a public hearing in April 2021 and make a formal recommendation to City Council. City Council will hold a public hearing in late spring and make a determination on which strategies to adopt by resolution as part of the final HAP. Proponent: City of Mukilteo Location of Proposal: Citywide Lead Agency: City of Mukilteo The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. The City of Mukilteo, as lead agency for this proposal, issued a Determination of Non-Significance (DNS) for the proposal as allowed under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from the issue date of this notice. Comments: Copies of the DNS and supporting documents are available online at http://www.mukilteowa.gov/land-use-action-notices and also from the City of Mukilteo Community Development Department. The public is invited to comment on this DNS by submitting written comments no later than Thursday, March 5, 2021, 4:30 PM, to the above address or the contact below. Appeals: Any party or person may appeal this determination by filling out the appeal form and submitting it with the non-refundable appeal fee to the City of Mukilteo Community Development Department, 11930 Cyrus Way, Mukilteo, WA 98275 by Thursday, March 19, 2021, 4:30pm. At a SEPA hearing, all testimony is under oath and you must provide specific factual objections. Appeal procedures can be found in MMC 17.84.170.
