CITY OF LAKE STEVENS NOTICE OF APPLICATION & PLANNED ACTION DETERMINATION Proposal: North Cove Park Pedestrian Bridges – Shoreline Substantial Development Permit LUA2021-0017 / Planned Action Determination LUA2021-0016 Project Location: 1806 Main Street (Parcel No. 29060800300600 and 00553800002200) Applicant: Jill Meis on behalf of City of Lake Stevens Lead Agency: City of Lake Stevens Proposed Project Description: As part of improvements to North Cove Park, the applicant proposes to remove a dilapidated vehicular bridge along N. Lakeshore Drive that crosses Stevens Creek and replace it with a new pedestrian bridge, and install a second pedestrian bridge across Stevens Creek near the intersection of N. Lakeshore Drive and 123rd Ave NE. The city has received a site plan, SEPA Checklist, and other application materials for a Shoreline Substantial Development Permit (LUA2021-0017), SEPA Planned Action Certification (LUA2021-0016), and Floodplain Development Permit (LUA2021-0015). SEPA Planned Action review is required to certify the project’s potential environmental impacts were considered at the time the Downtown Lake Stevens Subarea Plan and Planned Action EIS (SEPA # 201802225) were adopted. The city has issued a Planned Action determination that the project’s potential impacts were analyzed and addressed in the subarea plan’s EIS.
