CITY OF LYNNWOOD Request for Qualifications to Provide Engineering or Professional On-Call Services for Watermain Replacement Program The City of Lynnwood is soliciting Requests for Qualifications from consulting engineering firms with Utility Engineering and Professional Services expertise. Response Deadline: 2:00 PM, April 30th, 2021 Scope of Work: The City is seeking on-call engineering and professional services for several Watermain Replacement Projects. The work to be performed consists of preparing preliminary engineering and PS&E. Consultant services may also include but are not limited to: alternative evaluation, development of a preferred alternative, environmental planning/documentation, right of way/easement/permit acquisition services, community involvement, geotechnical engineering, traffic studies, traffic control, surveying, full/partial pavement overlay/reconstruction, bid process support, engineering support during construction and other related tasks. The work may also include miscellaneous surface water/drainage improvements. Please refer to the city’s website at For additional information. Summary Budget Information: The budget amount will not exceed $300,000.00. These Projects will be funded through the City’s 412 Fund (Utilities). Submittals: Submittals shall include clearly identified sections and addressing the following areas: 1) A summary of the project team members, 2) resume of principle-in-charge and project manager, and/or key stuff members, 3) work history, 4) lesson learned by the firm/team regarding similar projects with similar sized public agencies, 5) brief discussion of firms/team’s approach to project management to include, but not limited to, Q/A, cost controls, scope change, schedule management, communicating, managing sub consultants, etc. All submittals shall be in electronic PDF file format and attached to an email with the email clearly titled ‘Qualifications to Provide Engineering or Professional On-Call Services for Watermain Replacement Program’. The submittal shall include a one page ‘cover sheet’, and up to 15 pages of qualification information for a maximum total of 17 pages. The front size shall be no smaller than 12 pt. SOQs will take between 2-3 weeks for the City to review. All firms submitting proposals will be contacted as to the status of their SOQ once short-listed firms have been selected. Interviews will be scheduled over the following 1-2 weeks with short-listed firms. The City of Lynnwood will select the best qualified consultant from those interviewed.
