CITY OF LAKE STEVENS NOTICE OF CORRECTED LAND USE APPLICATION and NOTICE OF PUBLIC HEARING Davies Beach Dock Replacement Project Shoreline Conditional Use Permit PROJECT NAME: Davies Beach Dock Replacement Project FILE NUMBER(s): LUA2021-0097 APPLICANT: City of Lake Stevens PROJECT LOCATION: 20 South Davies Road, Lake Stevens, WA APN: 00493300900101 DATE OF APPLICATION: June 8, 2021 NOTICE OF APPLICATION ISSUED: June 10, 2021 END OF COMMENT PERIOD(s): June 24, 2021 and open until the date of the public hearing Proposed Project Description: The city is proposing to replace the existing docks on either side of the boat launch at Davies Beach Park. The two docks that border the public boat launch are in disrepair and need replacement. The new docks are floating docks and will replace the existing wooden docks in the same configuration with light transparent decking and replacement steel piles. The city previously applied for shoreline, SEPA, floodplain, and building permits for the project. Upon review of the project against the city’s Shoreline Master Program (SMP), it was determined that a Shoreline Conditional Use Permit is needed for the proposed public floating pier within the first 30 feet from shoreline to support small watercraft. This notice serves to correct the previous notice by adding the Shoreline CUP permit to the list of permits needed for the project as well as provide notification of the upcoming public hearing for the project. SEPA Environmental Review: The city issued a Determination of Non-Significance (DNS) for the project on May 20, 2021 after using the optional DNS process per WAC 197-11-355. There is no further comment period on the DNS and the DNS stands as is. PUBLIC REVIEW AND COMMENT: Interested parties may submit written comments before the public hearing or testify at the public hearing on Zoom. The city may accept public comments at any time prior to the closing of the record of an open record predecision hearing, as per WAC 173-27-110.
