To comment on a project:
1.Submit written comments to Snohomish County Public Works (PW), c/o Senior Planner, at the
address below. All comments received prior to a department decision or recommendation will be
reviewed. To ensure that comments are addressed in the decision or recommendation, PW must
receive your comments before the end of the published comment period.
2.You may also email comments to the Senior Planner with your full name, address and contact
number before the end of the published comment period.
3.PW only publishes the decisions as required by Snohomish County Code. Persons will receive
notice of all decisions that they have submitted written comments on,regardless of whether or not
they are published.
4.You may become a party of record for a project by: (1) submitting original written comments and
request to become a party of record, (2) testifying at an open recordhearing, (3) Entering your name
on a sign-up register at an open record hearing. Only parties of record may subsequently appeal
the hearing examiner’s decision or providewritten or oral arguments to the county council if such an
appeal is filed.
To appeal a decision:
In person filing:
Department decisions (including SEPA threshold determinations): submit written appeal and the
$500 filing fee to the Department of Public Works prior to the close of the 14-day appeal period.
Refer to SCC 30.71.050(5) for details on what must be included in a written appeal.

2. Appeals may be accepted electronically and paid for by credit card over the phone as follows:
• Scan the original signed copy of the appeal document;
• Send your appeal as an email attachment to firstname.lastname@example.org. Please include your
phone number where you can be reliably reached.
• Staff will call you to collect your credit card information and process yourpayment.

3. A SEPA appeal also requires that an affidavit or declaration be filed with the hearing examiner
within seven days of filing the appeal, pursuant to SCC 30.61.305(1).
4. Hearing examiner decisions issued after a public hearing are appealable as described in the
examiner’s decision. Notice of these decisions is not published. You must have submitted written
comments to Public Works or submitted written or oral comments atthe public hearing in order to
appeal a hearing examiner’s decision.

Project Name: Jordan Creek Bridge 214 ReplacementProject Number: RC1369
Project Description: Snohomish County Public Works proposes to replace Jordan Creek Bridge 214 at its
crossing of Jordan Creek on Jordan Road. The existing bridge is a two-lane 21-foot wide and approximately
107-foot long timber trestle bridge supported by creosote-treated timber piles with a timber deck.The bridge
is functionally obsolete and structurally deficient and is currently load limited and reduced to one 16-foot
The proposed replacement bridge would be a single span buried concrete arch bridge supported on spread
footings with shallow foundations. The bridge will have two 11-foot travel lanes and 6-foot shoulders. This
design will allow the bridge span to be shortened from 107 feet to approximately 60 feet.A temporary detour
bridge would likely be placed upstream and adjacent to the existing bridge during construction due to a long
detour route. The project is scheduled for construction in summer of 2024.
