To comment on a project:
1.Submit written comments to Snohomish County Public Works (PW), c/o Senior Planner, at the
address below. All comments received prior to a department decision or recommendation will be
reviewed. To ensure that comments are addressed in the decision or recommendation, PW must
receive your comments before the end of the published comment period.
2.You may also email comments to the Senior Planner with your full name, address and contact
number before the end of the published comment period.
3.PW only publishes the decisions as required by Snohomish County Code. Persons will receive
notice of all decisions that they have submitted written comments on,regardless of whether or not
they are published.
4.You may become a party of record for a project by: (1) submitting original written comments and
request to become a party of record, (2) testifying at an open record hearing, (3) Entering your name
on a sign-up register at an open record hearing. Only parties of record may subsequently appeal
the hearing examiner’s decision or provide written or oral arguments to the county council if such an
appeal is filed.
To appeal a decision:
In person filing:
Department decisions (including SEPA threshold determinations): submit written appeal and the
$500 filing fee to the Department of Public Works prior to the close of the 14-day appeal period.
Refer to SCC 30.71.050(5) for details on what must be included in a written appeal.

2. Appeals may be accepted electronically and paid for by credit card over the phone as follows:
• Scan the original signed copy of the appeal document;
• Send your appeal as an email attachment to email@example.com. Please include your
phone number where you can be reliably reached.
• Staff will call you to collect your credit card information and process your payment.

3. A SEPA appeal also requires that an affidavit or declaration be filed with the hearing examiner
within seven days of filing the appeal, pursuant to SCC 30.61.305(1).
4. Hearing examiner decisions issued after a public hearing are appealable as described in the
examiner’s decision. Notice of these decisions is not published. You must have submitted written
comments to Public Works or submitted written or oral comments at the public hearing in order to
appeal a hearing examiner’s decision.

Project Name: Swamp Creek Bridge 503 ReplacementProject Number: RC1420
Project Description: The proposed project will replace the existing Swamp Creek Bridge 503, a 41foot
concrete tub girder bridge, with a 70-foot concrete deck bulb tee girder bridge. The replacement
span design will provide facilities for all users including bicycles and pedestrians. Additional right of way
acquisition is anticipated for this project, and temporary construction easements will be needed. A new
waterline will be installed within the road construction limits by Alderwood Water and Wastewater District.
The project is tentatively scheduled for construction beginning in 2024. Area to be cleared or grubbed: 0.2
acre, amount of cut: 1,115 cubic yards, amount of fill: 1,530 cubic yards.
