To comment on a project:

1.Submit written comments to Snohomish County Public Works (PW), c/o Senior Planner, at the
address below. All comments received prior to a department decision or recommendation will be
reviewed. To ensure that comments are addressed in the decision or recommendation, PW must
receive your comments before the end of the published comment period.
2.You may also email comments to the Senior Planner with your full name, address and contact
number before the end of the published comment period.
3.PW only publishes the decisions as required by Snohomish County Code. Persons will receive
notice of all decisions that they have submitted written comments on,regardless of whether or not
they are published.
4.You may become a party of record for a project by: (1) submitting original written comments and
request to become a party of record, (2) testifying at an open recordhearing, (3) Entering your name
on a sign-up register at an open record hearing. Only parties of record may subsequently appeal
the hearing examiner’s decision or providewritten or oral arguments to the county council if such an
appeal is filed.

To appeal a decision:

Department decisions (including SEPA threshold determinations): submit written appeal and the
$500 filing fee to the Department of Public Works prior to the close of the 14-day appeal period.
Refer to SCC 30.71.050(5) for details on what must be included in a written appeal.

2. Appeals may be accepted electronically and paid for by credit card over the phone as follows:
• Scan the original signed copy of the appeal document;
• Send your appeal as an email attachment to Please include your

• Staff will call you to collect your credit card information and process yourpayment.

3. A SEPA appeal also requires that an affidavit or declaration be filed with the hearing examiner
within seven days of filing the appeal, pursuant to SCC 30.61.305(1).
4. Hearing examiner decisions issued after a public hearing are appealable as described in the
examiner’s decision. Notice of these decisions is not published. You must have submitted written
comments to Public Works or submitted written or oral comments atthe public hearing in order to
appeal a hearing examiner’s decision.

Project Name: Larch Way and Locust Way Intersection Improvements
Project Number: RC1591
Project Description: Snohomish County Public Works proposes to construct an urban single-lane
roundabout at the intersection of Larch Way/Logan Road and Locust Way. The purpose of the project is to
maintain traffic flow and improve safety for pedestrians, bicyclists and motorists. The roundabout design
includes a right-turn slip lane for vehicles traveling from northbound Locust Way to eastbound Logan Road.
The total project area is 135,476 square feet (3.11 acres), of which 97,952 square feet (2.25 acres) lie within
the project’s cut/fill limits and will be disturbed in order to construct the intersection improvements. The total
area of clearing and grubbing will be 115,947 square feet (2.66 acres) in order to accommodate new and
replaced intersection improvements. Construction is planned to begin in 2023.
Permits/Approvals Required: NPDES construction stormwater general permit, CAR compliance, SEPA
compliance, Land Disturbing Activity permit, Flood Hazard Permit, and Drainage compliance.
