CITY OF LAKE STEVENS SEPA DETERMINATION OF NONSIGNIFICANCE Issuance Date: October 14th, 2021 Project Name (No.): McCrillis Retroactive Bulkhead Replacement (LUA2021-0162) Applicants: Megan and Eric McCrillis Description of Proposal: The applicant is applying for retroactive permits for the unpermitted replacement of 70 linear feet of bulkhead in 2018. It was determined by a geotechnical report submitted to the City in 2019 that the replacement was necessary to protect the single-family home that is under construction. The applicant is proposing to revegetate the shoreline area as mitigation for the bulkhead and the vegetation lost during the bulkhead site work. The applicant is also proposing to remove a 136 square foot shoreline patio space from the shoreline setback area. The lot is developed with a single-family residence located within the Waterfront Residential (WR) zoning district. Pursuant to the requirements of Chapter 14.88 of Lake Stevens Municipal Code (LSMC) and Chapter 7 of the LSSMP, the applicant has applied for a shoreline exemption and floodplain development permit. An environmental impact statement is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. Comment on this DNS must be submitted by 5:00 pm on October 28, 2021 (14 days from issuance).
