ISLAND COUNTY PUBLIC WORKS REQUEST FOR QUALIFICATIONS CARP CREEK VICINITY DRAINAGE IMPROVEMENTS Island County Public Works (AGENCY) is soliciting Statements of Qualifications (SOQ) from creative consulting firms (CONSULTANT) with expertise in hydraulic design, fish passage, stream restoration, drainage networks, and culvert design. Consultants will be considered for the following project. The work to be performed by the CONSULTANT consists of developing feasibility study reports, design alternatives, and design and construction support of drainage improvements and fish passage for Carp Creek. The project encompasses an area from the intersection of Blackburn Road and High Road west to the beach of Saratoga Passage, then North, from North Sunset Drive to the intersection of Olympic Street, on Camano Island, Washington. The general scope of work includes preliminary site characterization, including evaluating existing hydraulic conditions upstream of culvert #1092, which conveys stormwater originating from culvert #1101 to the north along North Sunset Drive; from culvert #1106 to the south along North Sunset Drive; and from the flow path of Carp Creek to the east. This confluence then passes from culvert #1092 through a drainage easement between two parcels, one containing a single-family residence and the other containing a yacht club. The culvert outfall is located on Madrona Beach. Additional culverts from High Road, Madrona Beach Road and North Sunset Drive feed into culvert #1106. The general scope of work also includes collection and analysis of hydraulic data, collection and analysis of geotechnical data, completion of a topographic survey, environmental permitting and monitoring, the design and installation of a fish passable replacement culvert (#1092), and restoration and/or realignment of Carp Creek to current fish passage standards. Tasks may include but are not limited to the following: • Develop Feasibility Study Report • Development of creative Design Alternative Options • Preparation of a Hydraulic Report • Preparation of a Geotechnical Engineering Report • Provide Geotechnical Field Inspection during Construction • Preparation of a Cultural Resource Survey Report • Preparation of a Full Topographic Survey and Existing Conditions for Plan Development • All environmental work and reporting necessary to meet permitting requirements • Development of Full Plan Sets, stamped by a Washington State Licensed Engineer • Development of Project Specific Special • All CAD drafting and design work completed according to Island County CAD standards SOQ's must be received by Island County no later than 4:30 PM on August 31, 2022.
