CITY OF GRANITE FALLS STATE ENVIRONMENTAL POLICY ACT DETERMINATION OF NONSIGNIFICANCE Lead agency: City of Granite Falls Agency Contact: Eric Jensen, Community Development Director,, 360.691.6441 Location of proposal: The proposed WWTP Upgrade Project will be located on the existing Granite Falls WWTP Site at 501 West Wallace Street, Granite Falls, WA 98252 (Latitude 48? 4' 45"N, Longitude -121 58'29"W). Most work on the project will occur on Parcel No. 00459301300700. All work will occur in Section 24, Township 30, Range 6E. Description of proposal: The proposed WWTP Upgrade Project will include items necessary to increase the capacity of the plant to handle Year 2038 population projections and to upgrade aging infrastructure. The improvements include constructing a new operations building, laboratory, and two oxidation ditches with diffused aeration across the existing site as well as on a terrace to the east of the existing Granite Falls WWTP on Parcel 00459301300700, located at 405 to 500 west Wallace Street, Granite Falls, WA. Additional improvements and conversions on the WWTP Site include: • Extension of the existing gravity sewer to the new headworks and influent pump station. • Construction of a new headworks, including screening and grit removal. • Repurposing the existing abandoned clarifier into an influent pump station. • Construction of a new Blower Building to house blowers to serve the new diffused aeration system for both oxidation ditches and aerobic digesters. • Modifications to the existing secondary clarifier splitter box. • Modifications to the existing return activated sludge (RAS) pumping system, including new RAS pumps to meet updated requirements. • Expansion of the existing ultraviolet light effluent disinfection system to accommodate projected 2038 flows. • Construction of a new poly-aluminum chloride dosing system and effluent filtration to remove soluble reactive phosphorus (SRP). • Relocation of the magnesium hydroxide pH control system. • Construction of a new cooling tower for effluent cooling and re-aeration. • Repurposing the existing oxidation ditch into two aerobic digesters with diffused aeration to provide solids treatment. • Construction of a new WAS thickening system. • Construction of a new biosolids de-watering system and sodium hypochlorite addition system. • Construction of a new Solids Handling/Biosolids Storage Building to house the WAS/biosolids processing equipment and store biosolids. • Repurposing the existing Operations Building into a Maintenance Building for the Wastewater Treatment Plant. • Construction of a new Operations Building. • Construction of a new odor control system to serve the Headworks and the Influent Pump Station. • Installation of new power distribution equipment. Threshold Determination: The City of Granite Falls (Lead agency) has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) IS NOT required under RCW 43.21C.030. We have reviewed the attached Environmental Checklist. This information is available to the public for review upon request at Granite Falls City Hall, 215 S. Granite Avenue, Granite Falls, WA 98252 between the hours of 9:00 a.m. and 4:00 p.m. Monday through Friday, excluding holidays. This determination is based on the following findings and conclusions: Any environmental related impacts caused by these upgrades will be mitigated through the use of mitigation plantings on the north end of the site and/or stormwater best management practices. Date of Issuance: This DNS is issued under WAC 197-11-340(2) on September 28, 2022. Appeal process: Appeals to the above DNS must be filed with the City of Granite Falls within fourteen calendar days of the date of issuance above (Appeal deadline: 5:00 pm., October 12, 2022). Appeals must be filed in writing with the City of Granite Falls, Community Development Director at the address above. Appeals must be filed in accordance with GFMC 19.07.010(Q).
