CALL FOR BIDS Town of Darrington - 2023 Waterline Project Bids are being requested for the 2023 Waterline Project on Elwell Avenue, Trail Street East, Mountain Loop Highway, Trail Street West, Clear Creek Road and Commercial Avenue. The project includes construction of approximately 6,000 LF of 8" D.I. water main, water service connections, and associated improvements. The Engineer's Estimated Cost of Construction for this project, is approximately $900,000.00. Notice is hereby given that sealed bids will be received by the Town of Darrington Clerk until 1:00 PM Tuesday, February 7, 2023; at which time bids will be opened and publicly read aloud. Bid proposals may be sent by mail to: Town of Darrington Clerk, Dianne Allen, PO Box 397 Darrington, WA 98241; or hand delivered to 1005 Cascade Street, Darrington, WA 98241, prior to the bid opening. The bid shall be sealed in an envelope and shall be plainly marked "2023 Waterline Project". The bid opening will take place at Darrington Town Hall, located at 1005 Cascade Street, Darrington, WA. Proposals received after the time fixed for opening, will not be considered. The Town of Darrington is an Equal Opportunity Employer. The project is funded wholly by Snohomish County Community Development Block Grant funds. Contractors/Subcontractors must comply with Executive Order 11246 as amended by Executive Order 11375 regarding affirmative action and equal opportunity. The project is subject to MBE participation. Solicitation of MBE is required. Contractors/Subcontractors must comply with Section 3 of the Housing and Urban Development Act of 1968. Solicitation of Section 3 businesses is required. This project is subject to state and federal prevailing wage rates. All contractors and subcontractors must pay the higher of the two wage rates for each job classification. The contractor, all subcontractors and lower tier subcontractors will be required to attend a mandatory pre-construction meeting to review all HUD requirements and receive technical assistance prior to construction. In the event of conflicting requirements, the most restrictive will apply. A Pre-Bid telephone conference regarding federal requirements may be held by calling Snohomish County Office of Housing and Community Development (OHCD) Andrew Fox at (425) 388-7264, prior to bid opening. Plans and specifications will be made available only for review at: Snohomish County, OHCD 3000 Rockefeller Ave. Admin West, 4th Floor (secured entrance, call 3260) Everett, WA 98201 Free-of-charge access to project bid documents is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Town of Darrington". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Each bid shall be accompanied by a certified check, cashier's check or bid bond (with authorized surety company as surety) made payable to the Town of Darrington, in an amount not less than five percent (5%) of the bid amount. The Town of Darrington reserves the right to reject any or all bids and to waive irregularities in the bid or in the bidding. Bidders will have 24 hours to withdraw their bid. Thereafter, no Bidder may withdraw their bid before the award of contract, unless said award is delayed for a period exceeding sixty (60) days. The bid shall be given as a guarantee.
