County Initiated Areawide Rezones: Hearing David Killingstad, Long Range Planning Manager, David.Killingstad@snoco.org The Planning Commission will hold a public hearing on the proposed county-initiated areawide rezones to correct the zoning of eight properties that were incorrectly rezoned in 2021 and are now inconsistent with the County's Growth Management Act (GMA) Comprehensive Plan. G. NEW BUSINESS 2. Comprehensive Plan Update: Introduction and Vision: Briefing Sarah Titcomb, Principal Planner, Sarah.Titcomb@snoco.org The Planning Commission will be briefed on the proposed repeal and replace of the Introduction to the 2024 Snohomish County Comprehensive Plan ("Plan"). The proposed Introduction to the Plan provides the statutory framework and requirements for the Plan, the background and context related to the development of the Plan, and it presents the new Vision Statement for the Plan. The newly proposed Vision Statement is: "We're all in this together. In 2044 Snohomish County is a resilient, vibrant, and inclusive place to live with a high-quality of life where all residents can thrive." 3. Comprehensive Plan Update: Population and Employment Element: Briefing Steve Toy, Principal Demographer, Steve.Toy@snoco.org The Planning Commission will be briefed on proposed amendments to the Population and Employment Element of the 2024 Snohomish County Comprehensive Plan. The proposed changes are intended to provide greater consistency between the county's plan and the Regional Growth Strategy and growth allocation process called for in the PSRC's VISION 2050 regional plan. The changes also establish areas of the county where growth is encouraged and discouraged over the next 20 years. 4. Comprehensive Plan Update: Economic Development Element: Briefing Michael Saponaro, Senior Planner, Michael.Saponaro@snoco.org The Planning Commission will hold a briefing on proposed comprehensive plan amendments to the Snohomish County Economic Development element following: a recent policy implementation review by County staff; a recent update process for the Countywide Planning Policies; conversations with the County Executive Office, business interests, and the Snohomish County Arts Commission; and through public input after making the proposed amendments available online. The proposed amendments provide consistency with Countywide Planning Policies, Vision 2050 Multi-County Planning Policies, and other Comprehensive Plan policies, and provide more sensitive language choices. 5. Comprehensive Plan Update: Interjurisdictional Coordination Element: Briefing Michael Saponaro, Senior Planner, Michael.Saponaro@snoco.org The Planning Commission will hold a briefing on proposed comprehensive plan amendments to the Snohomish County Interjurisdictional Coordination element related to collaboration with other local jurisdictions on development regulations and interlocal agreements. The proposed amendments provide consistency with Countywide Planning Policies, Vision 2050 Multi-County Planning Policies, and other Comprehensive Plan policies, and provide more sensitive language choices. H. ADJOURN PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS: At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal recommendation to County Council concerning adoption of the proposal. The Commission may make a recommendation to adopt or to not adopt the proposal. The Commission's recommendation may also propose amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with the County Council.
