STILLAGUAMISH TRIBE OF INDIANS NOTICE TO CONTRACTORS INVITATION TO BID The Stillaguamish Tribe of Indians will receive Project Proposal SEALED BIDS at the Tribal Administration Building reception desk (location of official time clock) located at 3322 236th St NE Arlington, WA 98223 until 1:30 p.m. on Wednesday, December 6, 2023; and then and there will open and publicly read the bids for the construction of the: SECRET CREEK PHASE 1 - ALPACA ROAD WIDENING The improvement(s) for which Project Proposals will be received are described below: This project provides for the improvement of Alpaca Road to the Angel of the Winds RV Resort Entrance. The project will widen approximately 600 linear feet of the existing roadway and overlay the existing roadway approximately 800 linear feet. Altogether the proposed improvements include clearing and grubbing, temporary erosion control, planning, paving, traffic control, planting, hydroseeding, and all other work in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. All Project Proposals shall be secured with a bid deposit by certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the sum total amount of all bid item total prices. The right is reserved by the Stillaguamish Tribe of Indians to reject any and all Project Proposals and to waiver informalities in the bidding. The Stillaguamish Tribe of Indians will not issue a waiver of sovereign immunity for this project. Bid Documents, including Plans and Special Provisions, will be available by Saturday, November 18, 2023 through www.bxwa.com. Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "Stillaguamish Tribe of Indians". It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. The following is funded by the Tribal Transportation Program and Buy America requirements and Davis Bacon are applicable to this project and also the following: The Stillaguamish Tribe of Indians in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat.252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration of an award.
