CITY OF EVERETT, WASHINGTON SPECIFICATIONS, PROPOSAL AND CONTRACT DOCUMENTS FOR EDGEWATER CREEK BRIDGE REPLACEMENT COE # PW3694 FEDERAL AID # BRM 2776 (009) NOTICE TO CONTRACTORS ADVERTISEMENT FOR BIDS Notice is hereby given that sealed bids for the EDGEWATER CREEK BRIDGE REPLACEMENT project will be received at the office of the City Clerk, 1ST Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, December 19, 2023. At the appointed time, all bids will be opened and read aloud publicly via webcast only. The link for the webcast is located at https://everettwa.gov/319/Procurement. The engineer's estimate for this Project is $25,700,000. Work being performed includes, but is not limited to, furnishing all labor, materials and equipment necessary to construct the replacement for the Edgewater Creek Bridge. This includes constructing the replacement of the existing bridge, retaining walls, regrading and paving adjacent streets, landscaping, signage, channelization, illumination, stormwater conveyance, stormwater flow control, temporary traffic control and performing all Work as required by the Contract Documents. Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Everett". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All bids must be made upon the City forms provided for this purpose and must be accompanied by a bid bond or certified check or cashier's check in an amount not less than five percent (5%) of the total amount of the Bid, all as set forth in the Contract Documents. One hundred percent (100%) Payment and Performance Bonds will be required of the successful Bidder to guarantee faithful performance of the contract. The City reserves the right to reject any and all bids and to waive any irregularities or informalities. No Bidder may withdraw its Bid after the hour set for the opening thereof, except as may be provided in the Contract Documents. The City further reserves the right to make the bid award as deemed in the best interest of the City. The right is reserved by the City to postpone the award for a period of forty-five (45) days after bid opening.
