CITY OF HOMER NOTICE OF THE REGULAR MUNICIPAL ELECTION TO BE HELD TUESDAY, OCTOBER 1, 2019 Notice is hereby given that the City of Homer will conduct a Regular Election on Tuesday, October 1, 2019. Polls will open at 7:00 a.m. and close at 8:00 p.m. POLLING PLACES FOR THE CITY OF HOMER ELECTION: • Homer No. 1, 31-350: City Hall Cowles Council Chambers, downstairs in the City Hall Building located at 491 E. Pioneer Avenue • Homer No. 2, 31-360: Homer Senior Citizens located at 3935 Svedlund The purpose of this election is to elect two City Councilmembers for a term of three years each and vote on one Proposition as follows: PROPOSITION A SHOULD THE CITY OF HOMER: AMEND HOMER CITY CODE TO ADD CHAPTER 5.42 SINGLE USE PLASTIC CARRYOUT BAGS THE PURPOSE OF WHICH IS TO PROHIBIT A SELLER FROM PROVIDING A BUYER A SINGLE USE PLASTIC CARRY OUT BAG UNDER 2.5 MILS THICK? ( ) YES ( ) NO CITY OF HOMER ABSENTEE VOTING Eligibility for absentee voting is specified in Homer City Code Title 4 and Alaska Statutes Title 15. Any voter who will be absent from their voting precinct on election day or unable to be present at the polls may vote an absentee ballot. In Person: Absentee voting in person will be available at Homer City Hall, 491 E. Pioneer Avenue, between 8:00 a.m. and 5:00 p.m., Monday through Friday, September 16, 2019 through September 30, 2019. Special Needs Voting: A registered voter who is unable to go to the polls due to age, serious illness or a disability, may have a personal representative pick up and deliver a ballot to them during the absentee in person voting period or on Election Day at the polling place. Mail Applications: Applications must be received by the City Clerk no later than Friday, September 27, 2019. To be counted, absentee ballots must be postmarked no later than October 1, 2019 and received by the City Clerk before the canvass of ballots, October 4, 2019. Electronic Transmission Applications: Applications must be received by the City Clerk no later than 5:00 p.m. on Monday, September 30, 2019 and returned to the City Clerk by electronic transmission no later than 8:00 p.m. on Election Day.
