PUBLIC NOTICE STATE OF ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow: Applicant: Andeavor LLC 54741 Energy Way Kenai, AK 99611 Proposed Activity: Review of a Plan Renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Kenai pipeline Company (KPL). KPL dock/tank farm facility is 11 miles north of the city of Kenai, on the west side of the Kenai Spur Highway, on the shoreline of Cook Inlet, Alaska. KPL transportation and storage facilities are located on approximately 12 acres of fenced land. The total storage capacity at KPL is approximately 960,000 barrels. KPL receives crude via the Middle Ground Shoal pipeline, marine tank vessels, and tank trucks. Transmix is also offloaded at the KPL truck LACT. Refined products are received and loaded via marine vessels at the KPL dock. The terminal facilities include a bulk storage area, the Nikiski Wharf (KPL dock), and the associated pipelines, pumps, and metering stations. The KPL dock is a T head pier, has an overall length of 350 ft at the breasting platform and 1,295 ft outer dolphin to outer dolphin. It consists of steel piles and a concrete superstructure, connected to shore by a 965-foot causeway. There are four 8-inch hose laterals for oil cargo transfer and three 8-inch hose laterals (2 each) for refined products. There are two hose cranes, each with a lift capacity of three tons. The wharf can berth one vessel at a time and load or discharge vessels up to 125,000 deadweight tons (DWT). All vessels, which moor at the dock, are required to comply with the KPL USCG approved Operations Manual. Incoming transfers to or from the KPL dock may not exceed 499,999 barrels. An additional comment period may be provided in accordance with 18 AAC 75.455(d).
