Notice of Proposed Revision to Power Cost Equalization Base Amount The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that pursuant to AS 42.45.110(c)(2) and 3 AAC 52.610(b) through (c), it has opened Docket U-23-010 to propose a revised base amount for Power Cost Equalization (PCE) calculations. AS 42.45.110(c)(2) provides in part: “each year, the commission shall adjust the power costs for which power cost equalization may be paid to an electric utility based on the weighted average retail residential rate in Anchorage, Fairbanks, and Juneau . . .” The current base amount is 19.58 cents per kilowatt-hour (¢/kWh). The Commission proposes to adjust the base amount to 19.35¢/kWh. The proposed 19.35¢/kWh base amount is a calculation of the weighted average cost of residential energy sales within Fairbanks, Anchorage, and Juneau during calendar year 2022. The utilities providing service to these areas during 2022 were Chugach Electric Association, Inc. (Chugach) and Matanuska Electric Association, Inc. (MEA) in Anchorage; Golden Valley Electric Association, Inc. (GVEA) in Fairbanks; and Alaska Electric Light and Power Company (AEL&P) in Juneau.
