ADVERTISEMENT FOR BIDS LINCOLN STREET SAFETY IMPROVEMENTS PROJECT NO. TR-02-18 City of Port Angeles Sealed bids will be received by the City Engineer in the City Engineering office at 321 East Fifth Street, Port Angeles, Washington 98362, until 2:00 PM, Monday, May 24th, 2021 and not later, and will then and there be opened and publicly read at that time via live stream on Webex for the construction of the following improvements: LINCOLN STREET SAFETY IMPROVEMENTS As a principal arterial serving downtown Port Angeles and commercial land uses at the margin of the downtown core, the Lincoln Street (US 101) corridor is one of the most active arterials in the City of Port Angeles (City) and supports all modes of transportation including vehicles, transit, pedestrians, bicyclists, and freight. In 2018, the City of Port Angeles received a Washington State Department of Transportation (WSDOT) Pedestrian and Bicycle Safety grant to address the safety issues along this corridor. Proposed safety improvements include a new signal at the intersection of 3rd Street and Lincoln, buffered bicycle lanes from 1st Street to 8th Street on the west side, a shared lane with sharrow markings from 1st Street to 8th Street on the east side, Americans with Disabilities Act (ADA)-accessible pedestrian curb ramp upgrades, reduced crosswalk lengths, access management including a median island and curbing, transit stop improvements, and a rectangular rapid flashing beacon (RRFB) at 4th Street and Lincoln. The Engineer’s estimate is $900,000 - $1,500,000. The time of completion (performance period) is 140 working days. Plans, specifications, addenda, and plan holders list for this project are available on-line through Builders Exchange of Washington, Inc. at http://www.bxwa.com. Click on: “Posted Projects”, “Public Works”, “City of Port Angeles”. Bidders are encouraged to “Register as a Bidder”, in order to receive automatic email notification of future addenda and to be placed on the “Bidders List”. The City cannot be responsible for incomplete or non-responsive bids resulting from a failure to obtain complete, correct bid documents as published by the City on Builders Exchange of Washington. Contact the Builders Exchange of Washington (425-258-1303) should you require further assistance. Informational copies of any available maps, plans and specifications are on file for inspection. Please contact the office of the Port Angeles Public Works Engineering Services at 360-417-4541 should you require assistance. All questions regarding the plans and specifications shall be submitted no later than Wednesday, May 19th, 2021 5:00 pm PST by email to the Contract Specialist at contracts@cityofpa.us. Bids must be summited via USPS or other delivery service and will not be accepted in faxed or emailed form. The City of Port Angeles, in accordance with Section 504 of the Rehabilitation Act and the Americans with Disabilities Act, commits to nondiscrimination on the basis of disability, in all of its programs and activities.
