The WSCP includes a structured plan for dealing with water supply shortages, standardized action levels, and implementation actions to be taken in the event of each level of water supply shortage.

AMENDMENT TO OMWD’S 2015 UWMP

As a water supplier that would potentially receive benefits from the proposed Delta Conveyance Project, California Department of Water Resources has requested that OMWD include documentation in its 2015 and 2020 UWMPs as described in the Reduced Reliance Policy. As the 2015 UWMP was adopted five years ago, the reduced delta reliance documentation, known as Appendix K, will need to be added to the 2015 UWMP as an amendment to the 2015 UWMP.

California State law requires the Otay Water District to update their Urban Water Management Plan every five years and adopt an updated Urban Water Management Plan (UWMP) by July 1, 2021. The UWMP is required to contain a detailed evaluation of the supplies necessary to reliably meet demands over at least a 20-year period in both normal and dry years. In accordance with State law, the District will make a draft of the UWMP available on the District web site for public review at least two weeks prior to holding a public hearing on June 2, 2021.

NOTICE IS HEREBY GIVEN that the Otay Water District’s draft 2020 UWMP will be available for public review on May 12, 2021. Additionally, the Otay Water District’s 2021 Water Shortage Contingency Plan (WSCP), and Appendix L to the 2015 UWMP will also be available for review. Appendix L to the 2015 UWMP has been prepared to demonstrate consistency with the Delta Plan Policy WR P1, Reduced Reliance on the Delta Through Improved Regional Water Self Reliance (California Code Reg., tit.23, §5003). The 2015 UWMP is being amended only to report reduced reliance on the Delta and this action is separate from adoption of the 2020 UWMP and adoption of the 2021 WSCP. The draft documents are available for review on the Otay Water District website, http://www.otaywater.gov.

Public comment may be provided at the public hearing. The public hearing is scheduled as part of the Otay Water District’s Board meeting on June 2, 2021 at 3:30 PM. This meeting will be available virtually and will be properly noticed on the Otay Water District’s website.
