The proposed revision includes changing 1,206.43 acres in the existing underground permit area and subsidence control plan area from development mining only to full extraction longwall mining.

The proposed additions are in Donegal & West Finley Townships, Washington County, and can be found on the Valley Grove, WV & Claysville, PA U.S. Geological Survey 7.5 minute topographic maps and mapping provided in the permit application. This area can be described as follows:

The proposed revision to the permit area and subsidence control plan area for longwall mining begins on the PA/WV state line at a point located at approximately 914 FT south of the intersection of US Route 40 and the state line then approximately 9,220 FT east southeast to a point approximately 1,918 FT north of the intersection of Waynesburg Road and Kennedy Road then approximately 6,386 FT south southwest to a point approximately 4,420 FT northeast of the intersection of McGuffey Road and Old Brick Road then approximately 7,221 FT west northwest to a point on the PA/WV state line located approximately 4,798 FT south of the intersection of I-70 and the PA/WV state line then follows the PA/WV state line approximately 6,675 FT north to the point of origin.

The proposed revision requests approval to preform minor forms of stream restoration as necessary for streams located within the proposed revision area. If necessary, restoration plans will be evaluated with the PADEP and restoration plans will be implemented for minor forms of stream restoration. Stream segments anticipated to have restoration activities associated with subsidence are as follows:

--One location on 32469 (Station 52+85 to 56+93) identified as 32469 P17, which is approximately 408 feet in length for stream channel grading to alleviate potential pooling following subsidence. This area is located approximately 2,830 feet upstream of the confluence of 32649 and 32471 or approximate 3,125 feet downstream of the intersection of Waynesburg Road and Kennedy Road.

--One location on 32471 (Station 90+19 to 94+26) identified as 32471 P18, which is approximately 407 feet in length for stream channel grading to alleviate potential pooling following subsidence. This area is located approximately 100 feet to the west of Old Brick Road approximately 1,175 feet upstream of the confluence of 32471 and 32469 or approximately 4,485 feet north of the intersection of Old Brick Road and Middle Creek Road.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 A.M. and 4:00 P.M. and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Printed copies of the Bidding Documents may be obtained from The EADS Group, Inc., during the hours indicated above, upon payment of a non-refundable fee of $106.00 which includes 6% Pennsylvania sales tax. Checks for Bidding Documents shall be payable to "The EADS Group, Inc." Bidders must purchase Bidding Documents from The EADS Group, Inc. to be eligible to bid. Copies of the Contract Documents can be mailed to prospective Bidders upon receipt of the $106.00 non-refundable deposit plus a $10.00 mailing fee.
A pre-bid meeting will be held at 10:00 A.M. local time on Thursday. February 1st, 2018 at the project site. Attendance is not mandatory but is highly encouraged.
Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work. The successful Bidder(s) will be required to fully complete all work within Sixty (60) calendar days as indicated by the Owner in the written Notice to Proceed.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project.

The underground permit area currently consists of 43,783 acres, the subsidence control plan area consists of 11,592 acres, and surface activity site area consists of 425.81 acres. The portions of the underground permit area within the subsidence control plan boundary are generally situated beginning at the northwest corner of the subsidence control plan at location approximately 1,000 feet north of the Route 40 and Interstate 79 interchange, to a location approximately 1,000 feet east of Myers Road, to a location near Mitchell Road approximately 3,000 feet south of Route 136, to a location approximately 1,500 feet southwest of the Eighty Four exit of Interstate 70, to a location along Strabane Drive approximately 3,500 feet north of Route 40, to a location along Route 519 approximately 5,000 feet north of Route 40, to a location approximately 2,400 feet southeast of the Route 40 and Route 519 intersection, to a location along Daniels Run Road approximately 2,300 feet southeast of Route 40, to a location along Dutch Glory Road approximately 4,500 feet north of the Marianna-Lone Pine Road, to a location near Headley Road approximately 6,000 feet north-northeast of Banetown, to a location along Redd Run Road approximately 5,700 feet south of Route 40, to a location along Interstate 79 approximately 4,600 feet south-southeast of the Interstate 79 and Route 40 interchange, to a location along Interstate 79 1,000 feet north of the Interstate 79 and Route 40 interchange and the place of beginning.
