Washington County Housing Authority (WCHA) is currently in the process of changing its Agency Plan (Annual/5-year plan) in conjunction with the Quality Housing and Work Responsibility Act. Changes to the Agency Plan, once approved by the Department of Housing and Urban Development (HUD), will guide the WCHA in serving the needs of low-income and very low-income families beginning October 1, 2019.

In addition, annually the Housing Authority is required to submit to HUD a companion Capital Fund program in which the Authority s short and long term public housing capital improvement needs are identified.

The E31-1 Borehole permit area begins along the southern side of Old Scales Road (T-440) approximately 1000 feet southwest of its intersection with SR 3014 (Van Neal Drive). It continues southwest along the road for approximately 500 feet, then to the southeast for 200 feet, to the east for 400 feet and north 450 feet to its point of beginning. The E32-1 Borehole permit area begins at 175 Van Neal Drive. It continues to the northeast 560 feet, varying in width from 75 feet along the road to approximately 190 feet near the existing pond. The proposed permit revision includes construction of two degas boreholes, access roads, soil stockpiles, and erosion and sedimentation control facilities.

The application includes a request for variance to encroach within 100 feet of the right-of-way of Old Scales Road (T-440) beginning approximately 1140 feet southwest of its intersection with SR 3014 (Van Neal Drive) and continuing 275 feet to the southwest, and a variance for SR 3014 beginning approximately 2370 feet northwest of its intersection with Old Scales Road and continuing 70 feet to the west. Pursuant to the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection Rules and Regulations, the Surface Mining Conservation and Reclamation Act, and the Bituminous Mine Subsidence and Land Conservation Act as amended, notice is hereby given that Consol Pennsylvania Coal Company LLC, 1000 Consol energy Drive, Canonsburg, PA 15317 is making application to the Pennsylvania Department of Environmental Protection to revise Coal Mining Activity Permit (CMAP) No. 30841317 for the Enlow Fork Mine.

The proposed revision is for the changing of 3,687 acres of existing underground permit area and underground subsidence control plan area from development mining to longwall mining.

The proposed revision is in Morris and Washington Townships, Greene County and Morris and Amwell Townships, Washington County and can be found on the Rogersville and Prosperity, PA U. S. Geological Survey 7.5 minute topographic map and mapping provided in the permit application. This area can be described as follows:

The revision to the permit area and subsidence control plan area for longwall mining begins at a point approximately 5,600 feet northwest of the intersection of T-482 and S.R. 4029 then approximately 10,500 feet southwest to a point approximately 11,500 feet southwest of the intersection of T-482 and S.R. 4029 then approximately 15,300 feet southeast to a point approximately 13,900 feet southeast of the intersection of T-482 and S.R. 4029 then approximately 10,500 feet northeast to a point approximately 9,700 feet southeast of the intersection of T-482 and S.R. 4029 then approximately 15,300 feet northwest to the point of origin.

The proposed revision also requests approval to perform minor forms of stream restoration as may be necessary for streams located within the proposed revision area. In general all streams within the following defined portion of the approved Subsidence Control Plan area where minor forms of stream restoration may be necessary: (As outlined on Exhibit 6.1 Map). Stream segments that may require restoration activities are located as follows:

* Specifically Bates Fork 40512 from a point approximately 2350 feet northwest of the intersection of Barker Road and Dunn School Road to a point approximately 1850 feet northwest of the intersection of Barker Road and Dunn School Road. Approximately 480 feet of stream length.

* Specifically Tributary 40529 to Bates Fork from a point approximately 3250 feet southwest of the intersection of W & W Railroad Road and West Union Station Road to a point approximately 3450 feet southwest of the intersection of W & W Railroad Road and West Union Station Road. Approximately 180 feet of stream length.

* Specifically Tributary 40521 to Fonner Run from a point approximately 3250 feet northeast of the intersection of Brooks Hollow Road and Fonner Run Road to a point approximately 3150 feet northwest of the intersection of Brooks Hollow Road and Fonner Run Road. Approximately 100 feet of stream length.

* Specifically Fonner Run 40520 from a point approximately 500 feet southeast of the intersection of Fonner Run Road and West Union Hill Road to a point approximately 760 feet southeast of the intersection of Fonner Run Road and West Union Hill Road. Approximately 260 feet of stream length.

* Specifically Fonner Run 40520 from a point approximately 3000 feet southwest of the intersection of Fonner Run Road and West Union Hill Road to a point approximately 2950 feet southwest of the intersection of Fonner Run Road and West Union Hill Road. Approximately 56 feet of stream length.
