INVITATION FOR BIDS

The Redevelopment Authority of the County of Washington (RACW) will receive bids for the ELCO, NEW EAGLE, AND WEST BETHLEHEM STREET IMPROVEMENTS PROJECT NOS. CD 17-07, CD 17-16 AND CD 17-20 until 10:00 A.M., prevailing time, on June 13, 2018, at its office, 100 West Beau Street, Suite 603, Washington, Pennsylvania 15301, at which time and place all bids will be publicly opened and read aloud.

Copies of the contract documents including drawings, technical specifications and bid forms are available at no cost via download from the Widmer Engineers Website at https://widmerengineering.com under Bids . If hard copies are desired, a non-refundable payment of $125.00, including tax, payable to Widmer Engineers for each set of contract documents is required. Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap in accordance with Executive Order 11246; and that the lower income resident employment and training requirements 24 CFR 135 apply to this project.

The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing.

The requirements of Executive Order 11625 Minority Business Enterprise, and Executive Order 12138 Women Business Enterprise, are applicable to this project.

As used in this Notice, and in the contract resulting from this solicitation, the "covered area" is the Pittsburgh Metropolitan Statistical Area (MSA) which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland. All bidders are required to contact Section 3 Business concerns in the Pittsburgh MSA.

The RACW reserves the right to reject any or all bids or to waive any informality in the bidding.

The proposed post-mining land use will be industrial/commercial and forest land. The pre-mining land use was forest land. The property owner for the site has requested a variance to allow the existing erosion and sediment controls, sedimentation pond, site access road, the shaft pad area, two fan motor house buildings, and an air compressor building to remain in place following sealing of the bleeder shaft and completion of reclamation activities. The access road, shaft site pad area, and buildings will be used for access and storage purposes by the property owner.

- One set of the Contract Drawings for the Work of the Contract which is being bid by the Bidder.
- 1 copy of the Bid Form for the Contract which is being bid by the Bidder.
- 1 copy of all Addenda issued during the bidding period.
Bidders are encouraged to provide all work and to eliminate any sub-contractors. Suppliers may also purchase copies of the Contract Documents by contacting K2 Engineering, Inc. All payments for copies obtained shall be paid directly to K2 Engineering, Inc.. and are nonrefundable.

The Bidding Documents may be viewed free of charge at the Engineer s office and at the Owner s office.

Each sealed Bid shall be accompanied by a Bid security made payable to the Owner in the amount stated above. The Bid security shall be in the form of a certified check or a Bid Bond with a surety company satisfactory to the Owner. The Bid security pledges that the Bidder will not withdraw his Bid for the time period designated on the Bid Form; and that if its Bid is accepted it will enter into a Contract with the Owner on the terms stated in its Bid; and that it will furnish the required bonds and insurance coverage s; and that should the bidder fail to enter into such Contract or fail to furnish the required bonds and insurance coverage s within the time period designated in the Bid Form, the Bid security shall be forfeited to the Owner as liquidated damages, not as a penalty.
Owner reserves the right to reject any or all bids and to waive any informalities or irregularities in any bid received.

A pre-bid conference will be held on the date and time listed above. Bidders will meet at the office of the Franklin Township Supervisors. After the pre-bid conference, the Bidders will be permitted to inspect the area of the work. This will be the only opportunity to inspect the area of the work. This contract shall be subject to the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended 43 P.S. section 165 et. Seq.

No bid may be withdrawn for a period of sixty (60) days once filed with the Franklin Township Supervisors. The Franklin Township Supervisors reserves the right to reject any or all bids and to waive any informality in the bids received.
