PUBLIC NOTICE

Notice is hereby given that Region 5 of the Colorado Department of Transportation (CDOT) will hold a public meeting on June 8, 2023 at 5:00-6:00 PM at the Durango Public Library, 1900 East 3rd Avenue, Community Meeting Room 2 for the purpose of receiving comment on the sale of property located in Township 34 North, Range 09 West, Section 11 in La Plata County Colorado.

The subject property is comprised of six parcels totaling 4.4-acre. The property is located at the intersection of U.S. Highway 160 and Three Springs Boulevard, approximately 4.4 miles southeast of downtown Durango, CO. The parcel occupies the northeast corner of the US 160/Three Springs Blvd intersection and abuts the rights-of-way (ROW) of US 160 (CDOT-managed), Three Springs Blvd (City of Durango-managed), County Road 233 (La Plata County-managed) as well as several private parcels. The parcel was obtained by CDOT as a protective buy in anticipation that the subject intersection would require reconstruction to an interchange to accommodate future traffic volumes and turning movements. The current intersection is signalized with dedicated acceleration/deceleration lanes as well as a two-way turn lane. Recent traffic-safety analysis indicates that an interchange will not be warranted, so the parcel is now considered excess property.

Past and future reconstruction of US 160 at and near the subject intersection falls within the National Environmental Policy Act (NEPA) analysis for the US 160 from Durango to Bayfield Final Environmental Impact Study (FEIS). In order to complete the ROW processes and dispose of the property, a NEPA FEIS re-evaluation is required so that ROW work may be authorized and completed. This Public Notice and subsequent public meeting will meet the Federal Highway Administration (FHWA) NEPA requirements as well as allow the public at large to request additional information and ask questions pertaining to the property disposal.
