The Area Housing Authority of the County of Ventura ("AHA") is soliciting sealed bids from contractors for work to be performed under the U. S. Department of Housing and Urban Development Program CA16-P092-501-18 at: Whispering Oaks, Tafoya Terrace and Ellis Terrace Apartments.

Replace flooring in occupied/unoccupied units at the public housing developments as listed in the Request for Proposal:

Mandatory Pre-Bid Conference:
All responsible bidders are required to attend a mandatory Pre-Bid Conference, at 10:00 am, February 26, 2019 beginning at the Whispering Oaks. At that site a schedule of the order of site visits shall be distributed to each attendee. The Owners representative shall be available, for 30 minutes at each site, based on the schedule listing. Bids shall not be accepted from Contractors who themselves, or qualified representatives, have not, attended the Pre-Bid Conference.
Contract Documents including specifications may be picked up beginning February 11 2019 from the Area Housing Authority central office located at 1400 W. Hillcrest Drive Newbury Park CA 91320.
Bid Date & Bond Requirements:
The AHA will receive bids for this proposed project until 4:00 p.m. on Tuesday March 12, 2019. Mail/deliver sealed bids to:

Sealed bids will be opened publicly in the presence of at least one witness and read aloud at 4:15 p.m., on Tuesday March 12, 2019, in the AHA Large Briefing Room, located at 1400 W. Hillcrest Drive, Newbury Park, California.
A certified check or bank draft payable to the Area Housing Authority of the County of Ventura, or a satisfactory bid bond equal to five percent (5%) of the bid price, must be submitted with each bid.
The successful bidder will be required to furnish and pay for a satisfactory performance bond for one hundred percent (100%) of the contract price, and a payment bond for one hundred percent (100%) of the contract price. The AHA will comply with Section 4590 of the Government Code permitting substitution of securities.
The form of Corporate Performance and Payment Bonds is to be submitted to the AHA for approval, and shall comply with Sections 3247 and 3248 of the Civil Code of the State of California, and shall be submitted in one (1) fully executed counterpart.
Individual sureties are not acceptable. Date of Bond must not be prior to Date of Contract. If Contractor is a Partnership, all partners shall execute the Bond.
Attention is called to provisions for payment of no less than the minimum salaries and wages in accordance with the federally determined Davis Bacon wage rates which are part of the specifications. Copies of the wage schedules are included in the Contract Documents.
The AHA reserves the right to reject any or all bids and to waive any informality in the bidding. Contracts will be awarded to the lowest responsible and responsive bidder not on the GSA List of Parties Excluded from Federal Procurement and Non-Procurement Programs. No bids shall be withdrawn for a period of sixty (60) days subsequent to the opening of bids, without the consent of the AHA.
