For all projects with a total dollar value above $150,000 Notice of Final Settlement is required by C.R.S. 38-26-107. Final Settlement: Grand Junction Daily Sentinel (Grand Junction), Daily Journal (Denver), Montrose Press (Montrose) and Delta County Independent (Delta County)
Scope of Services
The State of Colorado, Institution of Colorado State University (CSU), is soliciting the submittal of interest from qualified Design/Build (D/B) Firms and/or General Contractors. CSU intends to utilize a Design/Build Lump Sum Target Cost Based (DBLS) project delivery method pending interest from local D/B Firms. If adequate interest is not received CSU will consider utilizing a more traditional Design/Bid/Build project delivery method.
CSU intends to construct (2) new facilities and renovate (1) existing facility. The new Veterinary Diagnostic Laboratory will be approximately 5,500 gsf and the new Classroom and Office Building with a Demonstration/Teaching Kitchen will be approximately 12,800 gsf. The project will also include site upgrades, landscaping, parking, water, gas and electrical services and potential connection to the Clifton Sanitation District's sanitary sewer. Renovations will include energy efficiency and interior finish upgrades to the existing Office and Lab facility.
The intended DBLS project delivery method is described below. Responses to this RFI shall identify firms' interest in the delivery method described below.
DBLS Project Delivery Overview
The DBLS project delivery method will consist of two (2) phases: Request for Qualifications (RFQ) and Request for Proposals (RFP). The RFQ phase is open to all interested D/B entities who meet the minimum qualifications stated below. RFQ submittals will be evaluated on the basis of qualifications only by a selection committee representing the project stakeholders. While D/B entities are preparing their RFQ submittals Facilities Management at CSU will develop a comprehensive RFP to inform the DBLS Target Cost Based proposals. Once evaluated a maximum of three (3) D/B entities will be invited to participate in the RFP phase.
The full RFP will be delivered to those firms shortlisted for the RFP phase only. The RFP will include either performance or prescriptive based project specifications (to be determined by responses to this RFI), building concepts, room/area data sheets and existing conditions data including soils reports and site survey. The RFP phase of this process will consist of three (3) pre-proposal conferences, an interview and the submission of a scope and cost proposal.
The detailed schedule for completion of the procurement process will be revealed in the RFP. The proposed timeline for the project is as follows:
Procurement: October 2017-February 2018
Design: April-December 2018
Construction: July 2018-June 2019
Proposed Minimum Qualifications for RFQ
With acknowledgement that DBLS delivery of higher education teaching facilities and related buildings in the state of Colorado for state agencies is limited, the proposed minimum qualifications are intended to allow a combination of delivery methods as prior experience. Notice is hereby given to all interested parties that all teams will be required to meet all minimum qualifications listed below to be considered for this project. To be considered as qualified, interested teams shall have, as a minimum:
• Demonstrated specific Design/Build Lump Sum experience of similar scale and complexity.
• Demonstrated experience in completion of buildings utilizing Design/Bid/Build, CMGC, D/B with GMP and/or D/B Lump Sum.
• Demonstrated bonding capability up to $10 million for an individual project with current and anticipated workloads; provide a letter from surety that affirms this capability.
• The Design Builder, (The Contractor and The Principal Architect of record) must be registered/licensed in the State of Colorado with a primary office in Colorado. For State Public Works C.R.S. 8-17-101 - Colorado labor shall be employed to perform at least 80% of the work. Colorado Labor means any person who is a resident of the state of Colorado at the time of the Public Works project.
Teams meeting the minimum qualification requirements are strongly encouraged to deliver a letter expressing their interest to submit qualifications and potentially interview.

Firms interested in pursuing the project should submit a letter of interest as described below. Submittals shall be limited to a maximum of 2 pages formatted as an 8 ½" by 11" PDF on company letter head. Firms shall identify the following information in response to RFI.
1. Preference of project delivery method
a. Design Build Lump Sum or Design Bid Build.
2. Assuming intended Design Build Lump Sum delivery method is pursued, firm specification preference.
a. Performance based specifications or prescriptive specifications.
3. Acknowledgement of procurement and design/construction schedule.
4. Acknowledgement of the State of Colorado DBLS and DBB agreements.
