Position Description: The Rehabilitation Loan Program Manager is responsible for overall coordination of the Rehabilitation Loan Program; to assure compliance with the purpose and intent of all Colorado Division of Housing and HUD policies and procedures.

Major Areas of Responsibility:   Responsible for all operations of the Rehabilitation Loan Program including, application processing, loan processing, initial home inspections and work descriptions after inspection.  Prepare loan applications to present to the loan committee for approval. Bid projects and oversee project to completion. Insure compliance with all State and Federal requirements. Insure compliance with all State and local building codes. Work closely with the Colorado Division of Housing Asset Manager. Responsible for all reports and their timely submission to the Colorado Division of Housing. Prepare files for yearly monitoring. Loan servicing of existing and future loans. Write yearly grant for administration funds from the Colorado Division of Housing. Prepare Intent to Participate letters to all match fund participants before submitting grant on July 1st each year. Supervises financial accountability of borrower funds. Outreach and recruitment of applicants to maintain a constant flow of applicants in the program. Performs other duties as assigned by the Executive Director and/or Deputy Director.

Qualifications: Five years’ experience in residential project management. Bachelor’s Degree in Construction Management, or equivalent professional experience. Excellent communication skills, verbal and written, with the ability to work with a wide variety of personalities, including homeowners, contractors and Colorado Division of Housing Staff. Understanding of or proven ability to become, knowledgeable of Federal Housing Finance Programs. Able to work with minimal supervision and utilize appropriate independent judgment; highly motivated, organized and detail oriented. Capable of understanding and implementing NeighborWorks America goals for “Healthy Homes” and Green Practices.   Other: Salary range; starting at $40,000, depending on experience, benefits to be determined Full Time, exempt position Physical requirements are commensurate with construction contractor supervision Occasional evening and/or weekend work Travel as needed, regionally and nationally; valid driver’s license required Housing Resources of Western Colorado is an equal opportunity employer
